Contract Title: Development of an information system of collecting "Big Data" (Big data) from various sources for their use in calculations of consumer price index and statistics of trade

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Development of an information system of collecting "Big Data" (Big data) from various sources for their use in calculations of consumer price index and statistics of trade.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) serves as the implementing agency for the Project and now invites sealed bids from eligible Bidders for Development of an information system of collecting "Big Data" (Big data) from various sources for their use in calculations of consumer price index and statistics of trade. The outcome of the work should be the establishment of a system for collecting and processing cash register data using technologies for big data processing (ISBD).
The Supplier shall fulfill the following tasks:
1) to conduct a survey of the automation object;
2) to establish ISBD:
− designing ISBD;
− supply of hardware and basic software for ISBD;
− developing special software for ISBD;
− conducting preliminary testing;
− conducting pilot operation;
− finalizing ISBD following the pilot operation;
− conducting acceptance testing.
3) to train the Consignee’s staff how to operate ISBD;
4) to implement ISBD;
5) to provide warranty services.
Contract duration – 32 weeks. In view of the closing date of the STASYS-2 project, all work under the Contract (except for the Warranty Service for the ISBD and Technical Support) shall be completed no later than December 30, 2021.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines, edition of May 2004, revised October 2006 and October 2010 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria:
a) Financial Capabilities
The Bidder’s average annual turnover (a single firm or a joint venture/consortium) shall be not less than USD 2 million for the last three (3) years (2017-2019).
If the Bidder is a joint venture, the average annual turnover of the responsible partner shall be at least equivalent of USD 1,5 million and the average annual turnover of the each other partner shall be at least equivalent of USD 0,5 million for the last three (3) years (2017-2019).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
The Bidder shall confirm his successful experience (as a single bidder or a partner in charge of joint venture) in implementation of at least 1 contract for the amount not less than equivalent of USD 1,5 million for the last five (5) years (2015-2019) for development of software for processing and using of “Big Data”.
c) Technical (organizational) Capacities
The Bidder or its authorized subcontractor(s) must (are) have the ability to provide warranty service and technical support for the system under development. If the Bidder does not have an appropriate service center, he must submit a detailed plan of establishing of such service center.

Bids must be delivered to the address below on or before 14:00 Moscow time January 29, 2021. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 14:00 Moscow time January 29, 2021.
All bids must be accompanied by a bid security of USD 30,000.00 or an equivalent amount in the currency of Bid, or any other foreign currency, or in Russian Rubles.
