Assignment Title: Organizational and methodological work to support the compilation of a wide range of indicators for monitoring sustainable development goals (SDG)

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project and intends to apply part of the proceeds for consulting services for developing a methodology for the compilation of a wide range of indicators for monitoring achieving the sustainable development goals (SDG) in the Russian Federation and for developing methodological recommendations for improving the empirical base that ensures the implementation of these indicators into the statistical practices.
The Consultant shall:
1) Propose criteria for compilation of a wide range of SDG indicators for further developing methodology for their calculation in order to enable a comprehensive monitoring of the SDGs in the Russian Federation and develop methodological recommendations for improving the empirical base that ensures regular calculation of these indicators. Compile a wide range of indicators using the proposed criteria. This List is to be compiled on the basis of SDG indicators given below and may be adjusted if there are changes and/or additions to the official list of SDG indicators or to the internationally accepted methodologies for their calculation:
- (1.4.1) Proportion of population living in households with access to basic services
- (2.3.1) Volume of production per labor unit by classes of farming/pastoral/forestry enterprise size
- (2.3.2) Average income of small-scale food producers, by sex and indigenous status
- (2.4.1) Proportion of agricultural area under productive and sustainable agriculture
- (2.a.1) The agriculture orientation index for government expenditures
- (2.a.2) Total official flows (official development assistance plus other official flows) to the agriculture sector
- (2.b.1) Agricultural export subsidies
- (2.c.1) Indicator of food price anomalies
- (3.8.1) Coverage of essential health services (defined as the average coverage of essential services based on tracer interventions that include reproductive, maternal, newborn and child health, infectious diseases, non-communicable diseases and service capacity and access, among the general and the most disadvantaged population)
- (3.8.2) Proportion of population with large household expenditures on health as a share of total household expenditure or income
- (5.1.1) Whether or not legal frameworks are in place to promote, enforce and monitor equality and non‑discrimination on the basis of sex
- (5.a.1) (a) Proportion of total agricultural population with ownership or secure rights over agricultural land, by sex; and (b) share of women among owners or rights-bearers of agricultural land, by type of tenure
- (7.1.2) Proportion of population with primary reliance on clean fuels and technology
- (9.1.1) Proportion of the rural population who live within 2 km of an all-season road
- (9.3.1) Proportion of small-scale industries in total industry value added
- (10.2.1) Proportion of people living below 50 per cent of median income, by sex, age and persons with disabilities
- (10.a.1) Proportion of tariff lines applied to imports from least developed countries and developing countries with zero-tariff
- (10.c.1) Remittance costs as a proportion of the amount remitted
- (11.2.1) Proportion of population that has convenient access to public transport, by sex, age and persons with disabilities
- (11.7.1) Average share of the built-up area of cities that is open space for public use for all, by sex, age and persons with disabilities
- (12.2.2) Domestic material consumption, domestic material consumption per capita, and domestic material consumption per GDP
- (12.c.1) Amount of fossil-fuel subsidies per unit of GDP (production and consumption) and as a proportion of total national expenditure on fossil fuels
- (15.3.1) Proportion of land that is degraded over total land area
- (17.12.1) Average tariffs faced by developing countries, least developed countries and small island developing States
2) Review and systematize methods for the calculation of SDG indicators, included in the List, presented in the methodological materials of the custodian agencies for SDG indicators by the spheres of their responsibility, and in the methodologies used by UN member states. The Consultant shall:
- summarize the methodological materials of the custodian agencies for SDG indicators in the form of metadata for each SDG indicator;
- summarize materials on the methodologies used by UN member states for each SDG indicator;
- determine the data necessary for the participation of Russia in the Voluntary National Review (VNR) of SDG indicators in 2020;
- review and identify optimal data sources (empirical base which is available in Rosstat and other agencies) in order to determine the possibility of using them to produce official statistical information on the respective SDG indicators;
- determine the variables that may be used for the calculation of SDG indicators included in the List taking into consideration the empirical base available in Rosstat and other agencies and organizations.
3) Develop methodology for the calculation of SDG indicators on the basis of the methodologies used by the custodian agencies for SDG indicators and by UN member states and adapted to the available empirical base.
4) Carry out test calculations of the SDG indicators for Russia as a whole and for the subjects of the Russian Federation using the available empirical base.
5) Compare the calculation results for the SDG indicators with statistics from other countries and with data for Russia presented in the UN information sources (if applicable). Make conclusions about the methodological reasons for possible differences between the calculated indicators and the results from other countries and those presented in UN information sources.
6) Indicate additional variables needed to improve the coverage of SDG indicators and formulate recommendations for their consideration within new or existing federal statistical observations, including suggestions on introducing new questions in the statistical surveys.
7) Justify the optimal placing of the proposed above questions into the specific programs and statistical surveys taking into account their subject matter, frequency, and sample sizes. Estimate approximate budget for the calculation of SDG indicators in Russia.
8) Develop guidelines for Rosstat to generate final statistics on SDG indicators, taking into account the need to supplement the empirical base, for submitting to the international organizations.
9) Evaluate the possibilities for using alternative data sources (Big Data) for the calculation of SDG indicators.
An estimated duration of the assignment is 16 months
The Foundation “Bureau of Economic Analysis” which was appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- The Consultant shall be an independent company with knowledge and experience in the area of analysis/development of social and economic statistical indicators, including indicators for government and agency statistics.
- The experience in modernization of the general government sector in the Russian Federation and/or other countries with transition economies is needed;
- The consultant should have experience in analyzing systems and practices for using socio-economic statistics indicators and/or indicators established in strategic programs and/or used for their monitoring, as well as experience in developing recommendations for government agencies on the composition of such indicators.
An additional advantage will be participation in other IBRD and/or other international organization projects in the field of government sector reforms, transitional economies, and institutional development.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may submit their Expressions of Interest as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.
A Consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) method set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.
