Contract Title: Modernization of difficult-to-access stations

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project (NHMP-2) and intends to apply part of the proceeds toward payments under the contract for Modernization of difficult-to-access stations.
The Foundation «Bureau of Economic Analysis» (hereinafter BEA) acting in accordance with Agency Agreement № 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible bidders for Modernization of difficult-to-access stations. Under the Contract 49 difficult-to-access (DTA) stations will be upgraded, of which 43 are weather stations (WSs) of Roshydromet; will be installed and commissioned new AWCs (automated weather complexes) with the basic set of sensors and extended sensors set: 45 precipitation gauges in double Alter wind protection, 26 sensors of meteorological visibility range, 27 sensors of the duration of sunshine, 7 integrated sensors of soil temperature at depths, 20 sensors of the height of the lower border of clouds, 2 sets of actinometric equipment under the program of urgent observations and 5 sets of actinometric equipment with integration software. The delivery of 49 modern PCs with reduced power consumption will allow installation of a new SS for AWC AW. Delivery of 23 repair sets of equipment will ensure timely calibration and maintenance of measuring instruments in severe Arctic conditions.
Delivery period and commissioning are 55 weeks (the Supplier may adjust and agree with Roshydromet a schedule of Goods delivery, mounting and pre-commissioning works which has been included into the bid, taking into consideration vessel and helicopter rent and weather conditions).
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, edition of January 2011 (“Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria.
(a) Financial capabilities
The average annual turnover[1]
of the Bidder for the last 3 years[2] (2017 – 2019) shall not be less than the equivalent of 10 million US dollars.
If the Participant is a joint venture (consortium), the average annual turnover of the responsible partner (leader) of the joint venture for the last 3 years (2017-2019) shall be at least the equivalent of 7 million US dollars, and each of the other partners not less than the equivalent of 3 million US dollars.
As a documentary confirmation of the above information, the Participant shall provide copies of the audit reports for the said period or balance sheets certified by the tax service of the Bidders’s country (as a rule, for Russian companies).
(b) Experience with similar projects
The Bidder (in the case of a joint venture / consortium – one of its members) shall confirm experience in implementation over the past 3 years (2017-2019) of at least 1 (one) similar contract worth at least 1 million US dollars for supply and installation of hydrometeorological equipment and provision of similar services (implementation, technical maintenance and warranty service).
(c) Technical capabilities
1) The Bidder shall have one of the valid quality management certificates of the ISO 9001 standard (ISO 9001-2011, ISO 9001-2015). These certificates shall be submitted by the Bidder to the Buyer before signing the Contract.
2) The Bidder or its authorized subcontractor(s) shall be capable of providing warranty services for the delivered goods. Evidence of such capability shall be provided by the Bidder as part of the Bid documents confirming guarantee services for the entire range of the delivered goods in accordance with the terms of the Contract. The documents shall contain a detailed description of the warranty service infrastructure – technical facilities, technological and human resources (dispatching and technical staff), methods and ways and conditions of fault localization, conducting repairs and supply of spare parts, including the organization and delivery time of faulty, repaired, or replacement equipment. In case the Bidder does not possess the required scope of services or its facilities are insufficient for servicing the entire range of supplied equipment, it shall submit a detailed plan for setting up additional service facilities. The Bidder shall include in it a schedule for deploying these services until delivery is completed, specify the addresses of service centers, describe their deployment procedures and their operation.
