BEA Foundation provides procurement services both in executive and consultancy roles.
Conduct of Procurement
BEA Foundation provides procurement assistance including preparation and carrying out bidding process to select suppliers of goods, works and services in accordance with rules and procedures of international financial institutions (IBRD, EBRD, TACIS) and public procurement regulations.
Preparing and carrying out bidding BEA Foundation provides assistance in the following activities:
- Identification of procurement needs
- Refining of technical specifications (terms of reference) in accordance with procurement procedures
- Finalising bidding documents
- Obtaining necessary approvals from end-users/World Bank
- Necessary advertising, replication and distribution of bidding documents
- Conducting all activities in process of bidding (arranging a pre-bid conference, answering potential bidders queries, conducting public bid opening etc.)
- Arranging evaluation committee activities and advice to its members with regard to procurement rules and procedures and evaluation methodology
- Evaluating bids/proposals and preparing evaluation reports and recommendations
- Contract negotiating and drafting
- Contract implementation monitoring
Documentary Support
Given that BEA Foundation is not a Procurement Agent and does not play an executive role in implementing the Project, we provide professional procurement advice to our clients, including:
- Detailed examination of bidding documents to ensure a Client (potential bidder) meets all its requirements
- Preparation of bidder's queries to a procurement agency for clarification of bidding documents
- Designing a bid/proposal and its partial filling in
- Analysis and refining of documents to be included into a bid/proposal prepared by a Client
- Assistance in negotiating a contract
BEA Foundation undertakes responsibility for finalising a bid/proposal provided that a Client submits all the necessary information with regard to technical parameters of equipment, description of services, prices etc. in accordance with BEA requirements (equal to those given in bidding documents).
