SECOND STATE STATISTICAL SYSTEM DEVELOPMENT PROJECT
GENERAL PROCUREMENT NOTICE

Project ID No. P092429
The Russian Federation has received financing in the amount of US$ 10 million equivalent from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.
The project will include the following components:
A. Modernization of economic statistics methodology
A.1. Enhancement of the National Accounts:
· Development of methodology for compilation of household accounts on the basis of labor force surveys and household budget surveys;
· Methodology for evaluation of non-financial assets in current and constant market prices;
· Methodological recommendations for developing a program of statistical observation over the structure of resource inputs of economic entities; conducting pilot surveys;
· Developing methodological recommendations to account for products with long production cycle and for changes in consumer properties while estimating outputs dynamics; conducting pilot surveys;
· Developing methodological recommendations to calculate volume of agricultural production and volume index in the framework of new classifications harmonized with the CPA (EEC).
А.2. Enhancement of the methodology for the Input-Output tables construction;
А.3. Enhancement of the price statistics:
· Methodological approaches to statistical observation in the construction industry on the basis of aggregated kinds of work and using volume and price indices obtained by the method of construction components.
А.4. Enhancement of the trade statistics:
· Enhancement of the statistical methodology in foreign trade in services;
· Improvement of the methodology for calculation of foreign trade price indices.
А.5. Enhancement of enterprise statistics:
· Development of methodology and program of иfull count surveys of small businesses and conducting pilot surveys in several regions of the Russian Federation;
· Establishing an integrated system for coordination and rotation of the samples of small businesses, including uniform and special (sectoral) surveys.
B. Development of Modern Design and Technology for Statistical Data Collection, Processing and Dissemination
B.1. Improved access to data through electronic and web-enabled technologies:
· Developing corporate information solutions on the basis of portal technologies (development functional potential of Rosstat Internet-portal) allowing the use of statistical web-applications ensuring an administered access for users to various information resources and services including mapping data representation;
· Enhancement of the internal corporate intranet-portal of the state statistical system to be integrated with the statistical data storage, document management subsystem and HR subsystem.
B.2. Development of a modern system of the demographic data collection and processing;
В.3. Development of a system for collection, analysis and dissemination of the household and population sample surveys data;
B.4. Improved integration of databases:
· Development of relevant software and creating databases to produce summary national accounts indicators;
· Developing software to produce harmonized data on production, labor and capital at micro- and macro-level;
· Developing an integrated system of registers and providing integration with the Rosstat CIS metadata subsystem;
· Development of the Rosstat CIS metadata subsystem;
· Developing software for multi-dimensional data analysis using integrated data storages with the purpose of creating current enquiries and data processing, including possibility of arbitrary enquiries;
· Establishing integrated information resources of primary statistical data ensuring confidentiality of data.
B.5. Institutional strengthening of Rosstat’s IT policy framework;
В.6. Improved IT security planning and requirements:
· Development of an efficient integrated system to protect statistical data from unauthorized access to ensure security of data in the CIS of Rosstat and in transmission along the communication channels.
В.7. Development of Rosstat’s corporate computer and information system;
В.8. Development of an efficient system for data collection and interagency interaction to monitor performance of budget institutions and organizations, with the account of international practice:
· Development of the methodology for performance monitoring of the budget institutions in the social sphere/sphere of economics and finance/real sector of the economy and calculation of these indicators;
· Development of the methodology for performance monitoring of the regional bodies of executive power of the subjects of the Russian Federation and calculation of these indicators.
В.9. Development of remote data collection methods for the purpose of social and economic statistics;
В.10. Preparation of proposals for strategic development of the Rosstat IT-system.
C. Enhancement of Social Statistics
С.1. Enhancement of statistics on household income, poverty and living standards, including improvement of sample household budget surveys and administrative statistics:
· Methodological recommendations for constructing the indicator for actual final consumption on the basis of HBS improvement according to ILO recommendations (2003) on Household Income and Expenditure Statistics;
· Methodological recommendations for conducting integrated and specific surveys of living conditions and for poverty monitoring.
С.2. Improving labor statistics, development of new objectives for the analysis of labor force and establishing the labor market policy:
· Enhancement of labor force surveys, including conducting pilot surveys.
С.3. Improvement of demographic statistics.
D. Human Resource Development
D.1. Analysis of the current retraining system and development a strategy:
D.2. Preparing training programs and training materials:
D.3. Training and exchange of experience (knowledge sharing):
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May, 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (edition of May, 2004).
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and on the WEB site of Bureau of Economic Analysis Foundation www.beafnd.org/en/.
