Procurement of logistical services for organizing training of the employees of the territorial statistical offices and central office of Rosstat in the framework of three training courses: on conducting employment and unemployment surveys; on price registering; and on conducting surveys of retail markets and of individual entrepreneurs in retail trade

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Procurement of logistical services for organizing training of the employees of the territorial statistical offices and central office of Rosstat in the framework of three training courses: on conducting employment and unemployment surveys; on price registering; and on conducting surveys of retail markets and of individual entrepreneurs in retail trade.

Foundation Bureau of Economic Analysis (BEA) acting as the Project Implementation Unit now invites sealed bids from eligible bidders. Under the Contract, the Contractor shall render the following services: arrange for travelling and accommodation in Moscow or its close vicinity of the employees of Rosstat central and regional offices coming for training:

1st course: the total number of trainees - 90 people;

2nd course: the total number of trainees - 100 people;

3rd course: the total number of trainees - 85 people.

The services include providing facilities for training with the necessary equipment and replication (duplication) of training materials for the participants.  Scope of materials is: 1^st course – 320 printed sheets, 2^nd course – 173 printed sheets, 3^rd course – 230 printed sheets.

The logistical services shall be rendered during the period from January to June 2012.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all eligible bidders as defined in the guidelines.

To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:

(a)     experience in organizing business trips in Russia and abroad - at least 3 years;

(b)     valid licenses to render tourism services in the Russian Federation;

(c)     well-established links with partners (hotels, transport companies, etc.) to ensure implementation of the tasks set in Section IV Terms of reference.

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of not less than 200,000.00 Russian Rubles or an equivalent amount in a freely convertible currency, and be delivered to the address below by 14:00 Moscow time, December 26, 2011. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
