SECOND STATE STATISTICAL SYSTEM DEVELOPMENT PROJECT
CONSULTING SERVICES

Request for expressions of interest

The Russian Federation has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second State Statistical System Development Project, and intends to apply part of the proceeds for consulting services for the training of the managers of the regional statistical offices of Rosstat on the “Quality Management in Official Statistics” in EU Countries’ Training Center (Lot No. ST2/1/D.3.2.1).

The approximate training program should include the following items:

  • User Focus – meeting needs, demands and expectation of users;
  • Continuous improvement of methods and technology for collection, processing and dissemination of statistics;
  • Product quality commitment, objectivity and confidentiality of statistical information;
  • Accessibility of information
  • Respect for the needs of data suppliers, minimization of the respondent burden
  • Commitment of leadership – personal, active and visible leadership to sustain and create a culture of quality;
  • Effective and efficient production processes;
  • Staff satisfaction and staff development.

The Consultant’s tasks are the following:

(i)         To develop a training program;
(ii)        To prepare information and methodological materials for the training course;
(iii)       To select qualified teachers;
(iv)       To organize and conduct  a training course in accordance with the agreed training program.

Approximate duration of the training course – 10 days, 80 academic hours.

Four training groups, 20 persons each.

In the course of training it is necessary to organize a study-visit to a regional statistical office and familiarize the trainees with the activities of a city administration regarding collection and use of statistical information.

The Consultant should fit the following criteria:

(i)         have an experience in providing similar services (training of civil servants, retraining in the sphere of statistics) in Central and Eastern European countries; 
(ii)        availability (or possible invitation) of lecturers with experience in quality management of official statistics;
(iii)       have sufficient technical equipment necessary to implement the assignment and ensure quality of the training program.

The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below by November 06, 2008.
