Procurement of educational services for organization and carrying out training of IT Specialists of the Federal State Statistics Service

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Procurement of educational services for organization and carrying out training of IT Specialists of the Federal State Statistics Service.

Foundation Bureau of Economic Analysis (BEA) acting as the Project Implementation Unit now invites sealed bids from eligible bidders for delivering of educational services for organization and carrying out training of IT Specialists of the Federal State Statistics Service. Under the Contract, the Contractor shall render the following services:

- train 165 IT-specialists of the Rosstat TSB with the functional duties of administration and support of operation of local area networks – in accordance with the Program R1 “Microsoft software for LAN operation and administration of corporate web resources”

- train 165 IT-specialists of the Rosstat TSB with the functional duties of administration and support of operation of communications equipment – in accordance with the Program R2 “Efficient functioning of information infrastructure”  

For training the Contractor shall ensure transportation of trainees to training locations and back; ensure accommodation of participants in a course; provide training rooms (within the terms as approved by Rosstat the Contractor may use training premises of the Rosstat), provide trainers, equipment and account materials for carrying out of training; organizational support.

Cities for training under the Program R1 shall be picked up from a list of federal okrugs’ administrative centers: (Moscow, Saint Petersburg, Rostov-on-Don, Nizhny Novgorod, Ekaterinburg, Novosibirsk, Khabarovsk, Pyatigorsk (Stavropol)). Training under the Program R2 shall take place in Moscow (Moscow oblast).

The training services should be rendered during the period of 12 months.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all eligible bidders as defined in the guidelines.

To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:

(a)  the Contractor of any Subcontractor responsible for carrying out training shall have license (licenses) for training activities valid over the contract implementation period;

(b)  the Contractor shall have experience in organization of inter-regional corporate training at least 2 (two) contracts for the last 3 (three) years;

(c)  the Contractor shall have its own branches (subsidiaries) or partners and/or subcontractors in the cities where training is to be carried out; 

(d)  the following certificates shall confirm the Contractor’s qualification:

- Valid status (certification) Microsoft Certified Partner for Learning Solutions; 

- Valid status (certification) Cisco Learning Partner Associate, or Cisco Learning Partner, or Cisco Learning Solutions Partner.

Project Manager

- Experience in management of inter-regional corporate training IT projects of similar scope and topics not less than 5 (five) years.

Program R1 Trainers

- Experience in training on the program sections not less than 3 (three) years, Microsoft Instructor Certificate. Knowledge of Russian language.

Program R2 Trainers

- Experience in training on the program sections not less than 3 (three) years, Cisco Specialist Certificate. Knowledge of Russian language.

 

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of Bidding Documents in Russian language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of not less than 700,000.00 Russian Rubles or an equivalent amount in any other currency, and be delivered to the address below by 14:00 Moscow time, May 23, 2011. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
