REQUEST FOR EXPRESSION OF INTEREST
The The main objective of the assignment is to improve the quality and expand the data base for monitoring the achievement of the goals of demographic and socio-economic policy related to promoting higher social mobility of population, poverty reduction and creation of a favorable living environment, improving access to services of social institutions. To fulfill the assignment, the following tasks should be implemented: At the first stage: - to systematize the needs for specific statistical indicators, substantiate the frequency of data collection for each of the subject areas in accordance with a given subject and develop a list of statistical indicators and its dissection by major socio-demographic groups (households); - based on a list of resulting indicators and results of works carried our by Rosstat on work on pilot surveys in the socio-demographic field, the Consultant shall develop recommendations for the structure of variables for inclusion in each specific survey programs; - on the basis of lists of identification variables for population and households developed for each survey – to identify “universal” variables, used in all the surveys programs, and additional ones used in a limited number of thematic surveys; - to develop recommendations for the development of survey programs, based on a list of variables related to the principal topic of each survey and the list of compulsory and additional identification variables related to the surveyed population (households). At the second stage: - to determine the structure of indicators for incorporation in the integrated survey of living conditions; - to develop recommendations on the design and content of program of integrated survey, using the principle of questionnaires adaptation to selected thematic issues (living conditions, health and medical care, participation in educational process, the financial situation, etc.) and to specific features of individual groups of respondents; - to develop recommendations, aimed at optimizing the financial requirements for implementation of integrated and thematic surveys of living conditions, on the basis of: (i) Analysis of the experience of other national statistical services; (ii) the proposed options of organization of subsequent surveys (in separate specialized surveys or as modules attached to the main survey). Estimated duration of the assignment is 8 months. The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
