Expressions of Interest

The Russian Federation has received the financing from the World Bank toward the cost of the Second State Statistical System Development, and intends to apply part of the proceeds for consulting services on the following subject: Methodological recommendations for constructing the indicator for actual final consumption on the basis of HBS improvement according to ILO recommendations (2003) on Household Income and Expenditure Statistics. (Lot № ST2/2/C.1.2).

The main objective of the assignment is to improve the methodology of measuring living standards using estimates of actual final consumption of households obtained in accordance with ILO recommendations (2003).

To fulfill the assignment, the following tasks should be implemented:

- to suggest approaches to measuring expenditures of institutions providing free services and free goods to the population (medicine, rehabilitation for invalids, infant feeding centers, fuel, etc.) per unit of actual household consumption of these services (or free goods). To design a draft questionnaire to interview households about receiving such services and goods, and to test it in focus-groups;

- on the basis of preliminary testing, to prepare recommendations for collecting data on consumption of free services and goods in the framework of a regular survey (to suggest variables, data collection techniques, time frame).

- to finalize the draft questionnaire and recommend its introduction into HBS program ;

- to design a new HBS questionnaire and instructions with the account for a new module dealing with consumption  of free services and goods; 

- to test survey programs (in one region, approx 100 respondents), to prepare recommendations for introducing into practices);

- on the basis of  testing results to suggest an approach to consolidating data on receiving free services by households and data on cost of these services to be able to improve estimates of actual final consumption of households.

Estimated duration of the assignment is 12 months.

The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below by March 09, 2010.
