The The main objective of the assignment is amelioration of methodological and practical foundations for rendering the statistical data on the value and sources of population monetary incomes based on the data of household income surveys To fulfill the assignment, the following tasks should be implemented: - Development of statistical tools and elaboration of guidelines for conduct of pilot survey of household incomes (incorporating the training program for the staff involved in the survey) software for processing of the survey results. When performing these tasks the Consultant will adjust and upgrade survey tools developed for Rosstat based on testing of the program in 2006. - Approbation of guidelines and statistical tools designed for the program of household sample surveys in the course of pilot survey based on the nationally representative sample; - Development of software for data processing (input and control), technical evaluation of survey results (quality analysis, editing and data imputation) and development of integral indicators based on the results of pilot survey; - Compilation and analysis of database incorporating micro-data and integral indicators based on the results of pilot household income survey; - Amelioration of statistical tools and software for the preliminary processing of data for the organization of large scale sample survey of household incomes. Estimated duration of the assignment is 15 months. The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
