SPECIFIC PROCUREMENT NOTICE Russian Federation The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Supply and installation of IP Telephony System of the Federal State Statistical Service. The Bureau of Economic Analysis Foundation (hereinafter BEA) now invites sealed bids from eligible bidders for Supply and installation of the equipment and software for the development of IP Telephony System of the Federal State Statistical Service (Rosstat) including the supply and installation of the IP-phones (4816 pcs.), IP-stations (72 pcs.), Voice Gates (72 pcs.), Videoconference communication client (158 pcs.), computerized system of account (1 pc.), monitoring system (1 pc.) as well as to train the Rosstat’s personnel to handle and maintain the system. The delivery/construction period is 24 weeks. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria a) Financial Capabilities (1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 40 million for the last 3 years (2006 – 2008). If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 20 million for the last 3 years (2006 – 2008). The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies). b) Specific Experience with Similar Projects (1) The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation territory distributed telecommunication system, including design, supply, installation and warranty support of hardware and software of IP telephony system, not less than 2 contracts for the last 4 years (2005-2008). Volume of goods and services related to IP telephony shall be not less than USD 2 million for each contract. (2) The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of VTC Client # 1 equipment of the same manufacture as indicated in the bid, not less than 1 contract for the last 3 years (2006-2008). c) Production Capacities (1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement. (2) The Bidder or its designated subcontractor shall have warranty service centers in Project Sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement. (3) The Bidder shall confirm availability of the following specialists, to be provided for implementation of the contract:: - Not less than 5 specialists certified by manufacture of IP station # 1 as “certified expert specialist”, including 1 specialist specialized in Voice transmission and 1 specialist specialized in Security management; - Not less than 3 specialists certified by manufacture of VTC Client # 1 for providing of installation services of these equipment; - Not less than 2 specialists certified by manufacture of Network infrastructure monitoring Subsystem for installation of proposed software; - Not less than 2 specialists certified by manufacture of Subsystem of the operational notification for installation of proposed software; (4) All manufactures of proposed equipment shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. (5) The Bidder (the single Bidder or one of the members of Joint Venture) shall be certified as Gold Partner (or similar level) by the manufactures of the following equipment indicated in the Bid: - VTC Client #1; Interested eligible bidders may obtain further information from and inspect the bidding documents from the BEA at the address given below during office hours: 10.00 a.m. to 02.00 p.m. A pre-bid meeting which potential bidders may attend will be held on September 14, 2009 at 10:00 Moscow time at the address stated below. A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,200.00 Russian Rubles (no VAT is charged) or in USD 100.00.
