Development of an efficient integrated system to protect statistical information resources from unauthorized access to ensure security of data in the CIS of Rosstat and during its transmission via communication channels
Contract/Bid No. IFB Number: ST2/1/B.6.1

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Development of an efficient integrated system to protect statistical information resources from unauthorized access to ensure security of data in the CIS of Rosstat and during its transmission via communication channels.

The Foundation Bureau of Economic Analysis (hereinafter BEA) now invites sealed bids from eligible bidders for Development of an efficient integrated system to protect statistical information resources from unauthorized access to ensure security of data in the CIS of Rosstat and during its transmission via communication channels including: supply Control system, Firewalls, Intrusion prevention system, Information security vulnerability control system, Cryptographic security system, and incidental services.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria:

a) Financial Capabilities

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 15 million for the last 4 years (2007-2010).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 6 million for the last 4 years (2007-2010).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b) Specific Experience with Similar Projects

The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of similar type of equipment and introduction of similar solution – not less than 2 contracts with contract price at least USD 1 million for the last 4 years (2007-2010).

c) Production Capacities

(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

(2) The Bidder or its authorized subcontractor shall have the following FSTEC licenses:
- confidential information technical security license;
- a license for development and(or) manufacturing of facilities for confidential information security;
- a license for works related to creation of facilities for confidential information security. 

(3) The Bidder or its authorized subcontractor shall have the following FSS licenses:
- a license for technical maintenance of cryptographic facilities;
- a license for development and(or) manufacturing of cryptographic facilities, and information systems secured with the use of  cryptographic facilities. 

(4) The Bidder shall have the following status (certification, competence) valid on the Bid submission date:
- Authorized Partner status of the Firewall #1 manufacturer;
- Authorized Partner status of the Information security vulnerability control subsystem manufacturer.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the BEA at the address given below during office hours: 10.00 to 14.00 Moscow time.

A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of USD 60,000.00 or an equivalent amount in the currency of Bid, or any other foreign currency, or in Russian Rubles, and be delivered to the address below before 14:00 on November 17, 2011.They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
