SPECIFIC PROCUREMENT NOTICE Russian Federation Second State Statistical System Development Project Loan 4867-RU “Development of metadata subsystem of the Rosstat CIS (Stage 1 – development of a subsystem to prepare electronic economic descriptions)”. Contract/Bid No. IFB Number: ST2/1/B.4.4 The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for “Development of metadata subsystem of the Rosstat CIS (Stage 1 – development of a subsystem to prepare electronic economic descriptions)”. The Bureau of Economic Analysis Foundation (hereinafter BEA) now invites sealed bids from eligible bidders for development of a subsystem to prepare electronic economic descriptions. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria: a) Financial Capabilities The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 10 million for the last 3 years (2008 – 2010). If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 5 million for the last 3 years (2008 – 2010). The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies). b) Specific Experience with Similar Projects The Bidder shall confirm experience (as the prime contractor or the partner in charge of a joint venture) of implementation of contracts for creation of information systems for major corporate clients - at least 1 (one) contract with the contract price of not less than an equivalent of USD 1 million, during the last 3 (three) years (2008 – 2010). c) Production (Organizational) Capacities (1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2008 quality management standards in relation to:  consulting services in the field of information technologies;  development and servicing / support of software and hardware/software complexes for information systems. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement. (2) The Bidder shall confirm availability of the following specialists among the proposed staff: Specialists certified by vendors of proposed platforms • at least 1 (one) specialist in configuration of products of the proposed platform required for solving problems involving management of information and business processes; • at least 1 (one) developer of high technology web-applications on the basis of the proposed platform; Specialists trained in the following fields • at least 1 (one) specialist in information system design using tools for design and development of Model Driven Architecture software and concepts; • at least 1 (one) specialist in LAN infrastructure configuration using products of the proposed vendor; • at least 1 (one) specialist trained in the field of functional testing of information systems using special automation tools. Bidders shall include in their bids copies of the appropriate certificates as a confirmation of the above information. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
