June 23, 2011 Expressions of Interest RUSSIAN FEDERATION The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development (STASYS-2) Project, and intends to apply part of the proceeds for consulting services for development of a system for collection, analysis, and dissemination of the household and population sample surveys data (Contract # ST2/2/B.3). The main objective of the consultancy is to develop a system for collection, analysis, and dissemination of the household and population sample surveys data. To perform the assignment, the Consultant should implement the following: - Development of a Concept of collection, analysis and dissemination of results of sample surveys and publication of socio-demographic survey data; - Preparation of the Specific Terms of Reference (SToR) for development of this system for collection, analysis, and dissemination of the results of sample surveys and publication of socio-demographic survey data; - Justification of the major design decisions of the SToR; - Pilot testing of the methodology, proposed by the Consultant, for automatic formation of the samples within the socio-demographic surveys; - Pilot testing of automation, proposed by the Consultant, in multi-user open access to household survey microdata on the basis of international standards of SDMX/DDI data and metadata. The estimated work duration under this assignment should not exceed six months, (3 stages). The Foundation Bureau of Economic Analysis (BEA) acting as the Project Implementation Unit of the Second State Statistical System Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
