Enhancement of the internal corporate intranet-portal of the state statistical system
Contract/Bid No. IFB Number: ST2/1/B.1.2

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project, and it intends to apply part of the proceeds toward payments under the contract for Enhancement of the internal corporate intranet-portal of the state statistical system.

The Foundation Bureau of Economic Analysis (hereinafter BEA) now invites sealed bids from eligible bidders for Enhancement of the internal corporate intranet-portal of the state statistical system including: (i) development of detailed technical design of the intranet portal, software, working documentation and regulations for System operation; (ii) installation, trial/pilot operation of the System; (iii) training of the Rosstat staff; and (iv) supply of hardware and software. Within the framework of the project, the Supplier shall propose a comprehensive solution regarding enhancement of internal corporate intranet portal of the state statistical system for the purpose of its integration with the statistical data warehouse, document management and HR system.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria:

a) Financial Capabilities

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 6 million for the last 4 years (2007 – 2010). If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 4 million for the last 4 years (2007 – 2010).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b) Specific Experience with Similar Projects

The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in development and implementation of intranet-portals for geographically distributed organizations. Not less than 2 similar contracts for the last 4 years (2007-2010).

c) Production Capacities

(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

(2) The Bidder or its designated subcontractor shall have warranty service centers, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement..

Interested eligible bidders may obtain further information from and inspect the bidding documents from the BEA at the address given below during office hours: 10.00 to 14.00 Moscow time.

A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 2,850.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of USD 24,000.00 or an equivalent amount in the currency of Bid, or any other foreign currency, or in Russian Rubles, and be delivered to the address below before 14:00 on November 17, 2011.They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
