RUSSIAN FEDERATION The Russian Federation has received the financing from the World Bank toward the cost of the Second State Statistical System Development, and intends to apply part of the proceeds for consulting services for the development of system of algorithms and technologies for depersonification of data for Its provision to users for analytical purposes and its testing based on structured survey (Lot № ST2/2/A.5.1). The main objective of the assignment is facilitating wider usage of statistical microdata by a broad spectrum of researchers for analytical purposes, with guarantee of its confidentiality. To fulfill the assignment, the following tasks should be implemented: - Analysis of the international recommendations, studying and taking stock of national statistical offices’ experience in respective fields; - Development of basic provisions for users access to depersonified microdata of the economic entities, determining procedural matters of the microdata provision; - Definition of information confidentiality principle, including direct and indirect (secondary) confidentiality. Development of direct information confidentiality provision principle. Development of indirect (secondary) information confidentiality principle. Definition of information disclosure risks and risk management by importance (influence) and probability; - Development of various methods for economic entities microdata depersonification based on confidentiality princilpes. Formalization of general and individual procedures for microdata depersonification. Development of algorithms for risk aversion. Development of control methods for data confidentiality provision after depersonification; - Development of requirements to database, its quality, completeness, coherence and provision of simultaneous updating of microdata and summary results.; - Development of detailed model of informational and functional components interaction of annual structural survey data processing system, including data depersonification model, definition of the principle of system functioning and users work, establishment of detailed architectural model of system; - To carry out approbation (testing) by the automated calculations, developed methods of microdata depersonification and model of information and functional components interaction (based on the annual structured survey form of the federal statistical observation №1-enterprise «Basic Information About Activities of the Organizations». Estimated duration of the assignment is 16 months. The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
