Expressions of interest The The main objective of the assignment is the elaboration of methodology for the assessment of cohesive consumer prices indices (CPI) at regional and federal levels based on new approaches to the definition of a system of weights based on household budget surveys, recommendations and proposals on their utilization for the assessment of consumer prices indices. To fulfill the assignment the following tasks should be implemented: 1) to analyze the international experience of elaboration of a system of weights for the assessment of CPI; 2) to carry out the following work related to methodology: - to set objectives and tasks of the methodology development; - to develop methodology, notions and definitions for weights construction to calculate regional consumer price indices; - to choose algorithms to calculate regional weights and to coordinate them with the general CPI (at the federal level); - to make proposals on developing information base to calculate cohesive consumer price indices. 3) to outline rationale of the general concept and describe the suggested model of obtaining coordinated weights to calculate consumer price indices; 4) to carry out test calculations of consumer price indices for 2008-2009 using the proposed models for weights calculation; 5) to develop the Methodology for the assessment of cohesive consumer prices indices at regional and federal levels. Estimated duration of the assignment is 8 months. The Bureau of Economic Analysis Foundation appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
