Expressions of Interest

The Russian Federation has received the financing from the World Bank toward the cost of the Second State Statistical System Development, and intends to apply part of the proceeds for consultant services for the development of methodological approaches to the organization of statistical observation in the construction sector on the basis on aggregate kinds of work and calculation of volume and price indices by the method of construction components (Lot No. ST2/2/A.3.1).

The main objective of the assignment is Development of methodological recommendations for construction costs accounting and calculation of physical volume indices for construction output based on the analysis of changes of physical volumes of construction works and resources in kind and calculation of price indices by method of construction components.

To fulfill the assignment, the following tasks should be implemented:

- draft methodological recommendations (guidelines) to calculate indices of construction output using price indices calculated on the basis of the method of construction components:

  • to prepare a list of construction enterprises which provide information on the prices for materials procured by them;
  • to determine types of construction projects for observation;
  • to compile a list of aggregate types of works;
  • to identify  elements of construction projects;
  •  to give detailed description of specifications affecting prices  of the selected components (works, services);
  • to arrange  budgeting documents in accordance with the structure of the identified components using base year prices;
  • to propose weighting algorithms to calculate average prices for constructive elements, types of works, types of projects;
  • to develop guidelines for the calculation of regional price indices for types of projects, types of works and services, regional and national price indices in construction;
  • to develop guidelines  for the calculation of volume indices for construction output for the regions and for entire Russia for all construction projects using price indices calculated on the basis of the method of construction components.

- approbation of draft guidelines on at least 50 construction enterprises in several (at least 3) regions of the Russian Federation situated in different climatic regions of the country

  • to conduct,  using the designed statistical forms,   surveys of  construction industry outputs, representative goods in construction materials, types of works and construction components  used to calculate  price indices;
  • to collect data and process data using SPSS software;
  • to calculate regional price indices for types of projects, components – types of works (services), price indices for the current period based on the proposed  algorithm;
  • to calculate regional volume index of construction output for the current period on the basis of proposed algorithm for the entire range of construction projects.

- finalization of guidelines based on the results of test calculations.

Objects chosen for the survey should fit the following criteria:

  • universality – i.e. being typical for all the regions of Russia;
  • regularity – objects should be built annually or periodically;
  • priority for construction complex.

A list of construction works and services should contain their precise technological description, determination of specifications influencing the price level for the source component. The list should account for the importance of the work for construction (maximum share in the overall construction cost), regularity of production, actuality for the construction of all types of objects. Besides the sample should be representative in what concerns price statistics. Description of works and services should be based on existing in Russia system for budgeting and norms for pricing. When the reference weights are determined, it would be necessary to solve the tasks pertaining to the characteristics of designation of each of the elements in an overall range of monitored components.

Estimated duration of the assignment is 12 months. The estimated labor input required to perform the assignment is 50 man-months of Consultant’s key staff.

The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
