REQUEST FOR EXPRESSION OF INTEREST
The The main objective of the assignment is to improve methodology for calculating regional macroeconomic indicators to improve quality of GRP (Gross Regional Product) estimates. To fulfill the assignment, the following tasks should be implemented: - Review international recommendations and experience of national statistical services in the respective area; to analyze problems faced by Russian statistical service in obtaining regional estimates of production and generation of income for multi-territory companies and holding companies (enterprise groups) in the non-financial corporations sector; - Develop technique for determining main kind of activity for enterprise groups; develop methodology for generating statistical indicators for enterprise groups and to identify sources of data; to prepare recommendations for enhancing statistical observation over enterprise groups; - Prepare draft guidelines for calculating output, intermediate consumption, and gross value added for multi-territory enterprises by subjects of the Russian Federation and by kinds of economic activity using indirect indicators; to carry out test calculations of the proposed indicators; - Using the results of test calculations to prepare methodological recommendations and propose calculation techniques to estimate output, intermediate consumption, and value added of regional (local) units of multi-territory enterprises with the purpose of GRP calculation. Estimated duration of the assignment is 14 months. The Bureau of Economic Analysis Foundation appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
