REQUEST FOR EXPRESSION OF INTEREST
The Russian Federation has received the financing from the World Bank toward the cost of the Second State Statistical System Development, and intends to apply part of the proceeds for consultant services for developing methodological recommendations to calculate volume of agricultural production and volume index in the framework of new classifications harmonized with the CPA (EEC) (№ ST2/2/A.1.6). The main objective of the assignment is to develop statistical information on agricultural production and to ensure comparability of statistical indicators at the international level. To fulfill the assignment, the following tasks should be implemented: At the first stage: - review of international guidelines and experience in calculating agricultural production volumes in money terms on the basis of CPA (Classification of Products according to their Activity), in particular statistical observation of agricultural production in kind and in money terms in the EU countries in accordance with the Eurostat program; - review the information base of statistical observations in the EU countries in order to analyze possibilities to calculate agricultural production volumes and volume indexes in view of the requirements of the economic accounts for agriculture (Eurostat); - review various countries’ experience in backdating time series of agricultural production volumes and volume indices after transiting to the methodology currently in use in the EU countries; - determination of a system of in kind indicators for agricultural production, description of calculation techniques, estimation of agricultural production volume and volume indices according to OKPD for the entire Russia and for the subjects of the Russian Federation, total and by types of agricultural producers; - development of proposals for improving statistical forms of the federal statistical observation in the field of agriculture which contain headings for agricultural products in compliance with OKPD; - compilation of a list of headings for agricultural products at the 6-digit level of OKPD, necessary to calculate agricultural production volumes and volume indexes by types of agricultural producers; - review of international recommendations on the composition of input for agricultural production. At the second stage: - description of calculation procedures to obtain agricultural production volumes and volume indexes according to OKPD for Russia and the subjects of the Russian Federation, total and by various types of agricultural producers; - test calculation of agricultural production volumes and volume indexes according to OKPD for Russia and for 2 to 3 subjects of the Russian Federation, total and by types of agricultural producers, on the basis of 2007-2008 data; - development of draft guidelines for calculating agricultural production volumes and volume indexes at the federal and regional levels according to OKPD with the account for the test calculation’s results; - introduction of algorithms to backdate time series of agricultural production volumes and indexes in accordance with OKPD introduction; - compilation of a list of goods and services at the 6-digit level of OKPD which are used as input for producing agricultural products to construct basic Input-Output Tables. Estimated duration of the assignment is 12 months. The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
