The Russian Federation has applied for financing from the World Bank toward the cost of the Second State Statistical System Development, and intends to apply part of the proceeds for consultant services for the development of methodology for amelioration of database and procedures used for the assessment of population incomes in order to compile household sector accounts (Lot No. ST2/1/A.1.1). The main objective of the assignment is amelioration of methodological and practical foundations for rendering the statistical data on the value and sources of population monetary incomes encompassing indicators of informal economy in compliance with the principles of the System of National Accounts (SNA). To fulfill the assignment, the following tasks should be implemented: - Development of methodology for the collection of data on the amounts and composition of income from employment, self-employment and property based on the available statistical information; - Development of a method for the adjustment of regional wage indicators to the place of residence of employees outside of their permanent place of residence; - Development and approbation of the program for supplementary statistical surveys (observation) aimed at the amelioration of the methods for the assessment of labor and property income in the framework of informal employment, including experimental surveys in a number of subnational entities of the - Development of generalized recommendations for the amelioration of existing statistical observation programs and incorporation of supplementary surveys of a number of income components based on the alternative data sources into the statistical practice. Estimated duration of the assignment is 18 months. The Foundation “Bureau of Economic Analysis” appointed as Project Implementation Unit of the Second State Statistical System Development Project now reissues an invitation to eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
