General Description of Project Progress.

I. General Description of Project Progress.

  • Main Project Results as of December 31, 2008.

On August 11, 2005, the Russian Federation and the IBRD signed the Loan Agreement to finance the National Hydromet Modernization Project, which provided for a loan for the Russian Federation in an amount of USD80 million.

On November 28, 2005, the Project Implementation Agreement was signed between the Ministry of Finance of the Russian Federation, the Russian Federal Service for Hydrometeorology and Environmental Monitoring and the Foundation “Bureau of Economic Analysis”, which was a pre-condition for the Loan Agreement to come into effect.
In December 2005, the Loan Agreement to finance the National Hydromet Modernization Project came into effect.
On March 31, 2006, the Project Procurement Plan was approved.
In March-April 2008, the list of activities included into the Procurement Plan was elaborated as an IBRD mission was on a visit in Moscow.

  • Project Management Support Issues

The Project Management Committee (PMC) was established by RosHydromet Order #137 of October 11, 2004 to be in charge of Project strategic management, determining its main areas, considering and approving its Procurement Plan, Budget and work results. To assist it in developing and implementing technical, technological and design proposals/solutions, the Expert Council was established by RosHydromet Order #171 of May 31, 2005. The Project Integrator (“I-Teco”, Russia, selected on a competitive basis at the Project preparation stage) acts as the leading consultant of RosHydromet under the Project.
According to the Project Implementation Agreement between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and the Foundation “Bureau of Economic Analysis”, the Project Implementation Unit organized by the Foundation “Bureau of Economic Analysis” is in charge of implementing Project activities as listed in the Procurement Plan. The main areas of PIU are organization of the procurement process, financial management, and Project fund disbursement.

II.   Project Progress by Component.

The Project is implemented in 4 components.

Component A – Modernization of Computing, Archiving and Telecommunication Facilities.

The Component includes the following 3 subcomponents:
- Modernization of the World Meteorological Center (WMC) in Moscow and data storage and archiving facilities in Obninsk;
- Modernization of regional meteorological centers (RMC) in Novosibirsk and Khabarovsk and modernization of the WRDC in the Main Geophysical Observatory (GGO) in St.-Petersburg;
- Modernization of the communication and data transmission system.

Under these subcomponents it is planned to implement 15 activities, including repairs and preparation of premises on the mentioned sites, as well as staff training of the mentioned RosHydromet organizations and porting of highly specialized software when commissioning new high-performance computers (supercomputers and strong servers) supplied under the Project. According to a PMC decision, lot RHM/1/A1a of the Procurement Plan incorporates computer complexes in Moscow, Novosibirsk and Khabarovsk; supply of the complex computer information system for GGO in St.-Petersburg is determined to be a separate lot RHM/1/A1b.  According to the elaborated Procurement Plan procurement related to modernization of the World Data Center in Obninsk is divided into four lots, and replacement of the goods lift at WMC and modernization of power lead-in at Roshydromet MIC in the frame of lot for renovation of space at WMC are determined to be separate packages.

Component Results over the Reporting Period:

  • Technical Requirements for modernization of computer centers in WMC in Moscow and RSMC in Novosibirsk and Khabarovsk (lot RHM/1/A1a). On June 2, 2006, PMC at its 21st meeting considered and approved solutions related to the selection of architecture of the central computers. On October 5, 2006, the bidding documents were developed and sent to IBRD. On March 15, 2007, the Bank gave its final approval. On May 21, 2007, the bid opening ceremony was held. On July 12, 2007, the evaluation report was considered and approved by PMC at its 40th meeting, and sent to IBRD for approval. The Bank approved the results of the bidding on August 28, 2007. On September 28, 2007, the Contract was signed with Joint Venture “Informational Business Systems, Ltd.” (Russia) and “IBS SYSTEMS INTEGRATION LIMITED” (Cyprus). The equipment is supplied, installed, preliminary tests are in the progress;

  • Technical Requirements for supply and installation of a high-performance complex computer information system in GGO in St.-Petersburg (lot RHM/1/A1b) were considered and approved by PMC at its 12th meeting on October 31, 2005. The Bank approved the results of the bidding on October 17, 2006, and on December 18, 2006, the Contract was signed with ZAO “Kraftway Corporation PLS” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;

  • The technical requirements for supply and installation of the management complex of system of rewriting of magnetic tapes and the control kernel of the archiving system of VNIIGMI-WDC in Obninsk (lot RHM/1/A3b) were considered and approved by PMC at its 12th meeting on October 31, 2005. On February 6, 2007, the IBRD approval of the bidding results was received. On February 28, 2007, the Contract was signed with OOO “TekhnoServ AS” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;
  • The technical requirements for supply and installation of the complex of release of information production on paper carriers for VNIIGMI-WDC in Obninsk (lot RHM/1/A3ñ) were considered and approved by PMC at its 13 meeting on December 2, 2005. The IBRD approval of the bidding results was received on October 4, 2006. On November 21, 2006, the Contract was signed with OOO “Nissa Centrum” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;
  • The technical requirements for supply and installation of the Automated (robotized) Library for VNIIGMI-WDC in Obninsk (lot RHM/1/A3d) were considered and approved by PMC at its 49th meeting on December 6, 2007. The IBRD approval of the bidding results was received on June 17, 2008. On July 25, 2008, the Contract was signed with OOO “CROC Incorporated” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;

  • The technical requirements for modernization of the RosHydromet departmental distributed communication network (lot RHM/1/A4à) were considered and approved by PMC at its 25th meeting on August 30, 2006. On December 17, 2007, the IBRD approval of the bidding results was received. On December 24, 2007, the Contract was signed with OOO “TekhnoServ AS” (Russia). Delivery and installation of the equipment are in the progress;
  • The technical requirements for replacement of the goods lift at WMC (lot RHM/3/A5ài) were considered and approved by PMC at its 49th meeting on December 06, 2007. The bidding results were considered and approved by PMC at its 55th meeting on April 25, 2008. On June 24, 2008, the Contract was signed with MGUP “Moslift” (Russia). Delivery and installation of the equipment are in the progress;
  • In December 2006, the bidding was held for lot RHM/3/A5e “Development of the design documentation for repairs of premises and modernization of the technological infrastructure of RosHydromet sites” under the QCBS procedure. The IBRD approval of the bidding results was received on March 23, 2007, and on June 8, 2007, the Contract was signed with OAO “Ipromashprom” (Russia).

Component B – Upgrading of the Observation Networks.

The component includes the following 5 subcomponents:

- Network of surface meteorological stations;
- Aerological network;
- Meteorological radars and lightning detectors;
- Certain regional hydrometeorological centers;
- Hydrological network

Under the mentioned subcomponents, it is planned to implement 25 activities, including procurements of equipment for the surface meteorological network, testing laboratories, aerological complexes, meteorological radars, satellite stations, equipment for hydrological posts and design services of the hydrological network, as well as training in all the areas of Component B. According to a PMC decision, lot RHM/3/Â6b “Development of Automated Forecasting Technologies of Floods (Hydrological Models) in the Basins of the Kuban, Ussuri, and Oka Rivers” and lot RHM/1/Â3a “Supply and Installation of Meteorological Radars” were excluded from the Project Procurement Plan. According to the elaborated Procurement Plan lots RHM/1/Â5a, RHM/1/Â5c, RHM/1/Â5d and RHM/1/Â5e were incorporated into one lot RHM/1/Â5a on modernization of a hydrological network of Kuban, Ussuri and Oka river basins and equipping of hydrological posts.

Component Results over the Reporting Period:

  • The technical requirements for upgrading of the surface observation network (lot RHM/1/Â1à) were considered and approved by PMC at its 40th meeting on July 12, 2007. The IBRD approval of the bidding results was received on June 24, 2008. On August 20, 2008, the Contract was signed with JSC “LANIT” (Russia);
  • The technical requirements for supply of mobile automated testing laboratories (lot RHM/1/Â1b) were considered and approved by PMC at its 31st meeting on January 31, 2007. The IBRD approval of the bidding results was received on July 26, 2007. On July 31, 2007, the Contract was signed with OOO “USP Compulink” (Russia) Delivery of the equipment is in the progress;

  • The technical requirements for supply of stationary testing laboratories (lot RHM/1/Â1ñ) were considered and approved by PMC at its 31st meeting on January 31, 2007. The IBRD approval of the bidding results was received on July 31, 2007. On August 9, 2007, the Contract was signed with OOO “USP Compulink” (Russia);
  • The technical requirements for supply and installation of flow-measuring flumes (lot RHM/1/Â1d) were considered and approved by PMC at its 30th meeting on December 26, 2006. The IBRD approval of the bidding results was received on June 28, 2007. On July 27, 2007, the Contract was signed with ZAO “Insistems” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;

  • The technical requirements for supply and installation of aerological computer complexes (lot RHM/1/Â2à) were considered and approved by PMC at its 28th meeting on November 9, 2006. The IBRD approval of the bidding results was received on August 3, 2007. On August 6, 2007, the Contract was signed with ZAO “Insistems” (Russia). Delivery and installation of the equipment are in the progress;

  • The technical requirements for supply and installation of hydrogen generators (lot RHM/1/Â2b) were considered and approved by PMC at its 28th meeting on November 9, 2006. The IBRD approval of the bidding results was received on July 26, 2007. On July 31, 2007, the Contract was signed with ZAO “Open Technologies” (Russia). The equipment is supplied, installed, set up and commissioned. The Contract is completed;

  • Following a decision of the 44th PMC meeting of August 31, 2007, lot RHM/1/Â3a for supply and installation of meteorological radars was excluded from the Project Procurement Plan;
  • The technical requirements for supply and installation of the satellite receiving systems (lot RHM/1/Â4à) were considered and approved by PMC at its 13th meeting on December 2, 2005. The IBRD approval of the bidding results was received on August 3, 2006. On October 30, 2006, the Contract was signed with OOO “USP Compulink” (Russia) The equipment is supplied, installed, set up and commissioned. The Contract is completed;
  • The technical requirements for supply of the visualization systems (lot RHM/1/Â4b) were considered and approved by PMC at its 42nd meeting on August 7, 2007. A request for approval was sent to IBRD on September 14, 2007. On November 9, 2007, the approval was received. On February 8, 2008, the Contract was signed with SPC “Map Maker” (Russia). Delivery and installation of the equipment are in the progress;

  • The technical requirements for supply of the equipment for operational and forecasting subdivisions of UGMS/TsGMS (lot RHM/1/Â4c) were considered and approved by PMC at its 22nd meeting on July 17, 2006. The IBRD approval of the bidding results was received on June 28, 2007. On July 31, 2007, the Contract was signed with ZAO “Kraftway Corporation PLC” (Russia). Delivery and installation of the equipment are in the progress;
  • The technical requirements for modernization of hydrological network of Kuban, Ussuri and Oka river basins and equipping of hydrological posts (lot RHM/1/Â5a) were considered and approved by PMC at its 55th meeting on April 25, 2008. On August 28, 2008, the bidding documents were sent to IBRD for approval. On September 2, 2008, the approval was received. The tender is announced;
  • The technical requirements for supply and installation of mobile hydrological laboratories (lot RHM/1/Â5b) were considered and approved by PMC at its 48th meeting on November 20, 2007. The IBRD approval of the bidding results was received on May 22, 2008. On July 18, 2008, the Contract was signed with ZAO “Ramec-VS” (Russia);
  • The terms of reference for individual consultants (7 people) to develop the detailed design of “Hydrological Monitoring System for the Hydrological Network, including 3 Priority River Basins” (lot RHM/3/Â6à) were considered and approved by PMC at its 13th meeting on December 2, 2005. On February 1, 2006 contracts were concluded with 5 Russian consultants and on April 12 and 28, 2006, contracts were concluded with two foreign consultants. The detailed design was considered and approved by PMC at its 46th meeting on October 12, 2007. The Contract is completed;
  • Following a PMC decision at its 28th meeting on November 9, 2006, lot RHM/3/Â6b for development of automated forecasting technologies of floods (hydrological models) in the basins of the Kuban, Ussuri, and Oka Rivers was excluded from the Project Procurement Plan;
  • The terms of reference for development of software for observation result processing, accumulation, generalization and preparation for dissemination in the network of RosHydromet hydrological stations and posts (lot RHM/3/Â6ci) were considered and approved by PMC at its 29th meeting on November 30, 2006. On June 22, 2007 the Contract was signed with ZAO “RBK Soft” (Russia). The Contract is completed;
  • The terms of reference for logistical support services in training organization of technical specialists as stipulated in the contract for supply of satellite stations (lot RHM/4/B7ai) were considered and approved by PMC at its 32nd meeting on February 22. On April 3, 2007, the Contract was signed with OOO “Evrocontact Plus” (Russia). The training was held on April 16-25, 2007. The Contract is completed;
  • The terms of reference for logistical support services in training organization of technical specialists as stipulated in the contract for supply of aerological computer complexes ‘MARL-A” (lot RHM/4/B7aii) were considered and approved by PMC at its 47th meeting on October 25. On November 15, 2007, the Contract was signed with OOO “Concord Business Service” (Russia). The training was held on November 26 – December 7, 2007. The Contract is completed.
  • The terms of reference for logistical support services in training organization of technical specialists as stipulated in the contracts for supply of mobile automated testing laboratories,  stationary testing laboratories, aerological computer complexes ‘Vector-M” and equipment for operational and forecasting subdivisions of UGMS/TsGMS (lot RHM/4/B7aiii) were considered and approved by PMC at its 51st meeting on February 19, 2008. On April 29, 2008, the Contract was signed with OOO “Intercity Service” (Russia). The training courses were held on May-November, 2008. The Contract is completed;
  • The terms of reference for logistical support services in training organization of technical specialists as stipulated in the contracts for supply of hydrometeorological equipment (lot RHM/4/B7aiv) were considered and approved by PMC at its 58th meeting on August 15, 2008. On November 19, 2008, the Contract was signed with OOO “Intercity Service” (Russia).

Component Ñ – Institutional Strengthening, Improvement in Information Dissemination and Emergency Preparedness.

The component includes the following 3 subcomponents:

- Institutional strengthening;
- Establishment of the client service system;
- Improving emergency preparedness and reaction levels.

Under the subcomponents it is planned to implement 35 activities, including procurement of equipment and consulting services, as well as training activities, learning visits and seminars.

Component Results over the Reporting Period:

  • The terms of reference for designing an automated decision management system and developing rules and guidelines of its operation (lot RHM/3/Ñ1ai) were considered and approved by PMC at its 50th meeting on December 28, 2007. On August 21, 2008, the Contract was signed with OOO “RBK Centre” (Russia);
  • The terms of reference for developing draft guidelines for observations with the account of the re-equipment of the RosHydromet surface observation network (lot RHM/3/Ñ1bi) were considered and approved by PMC at its 35th meeting on March 27. On July 19, 2007, the Contract was signed with the State Institution “State Geophysical Observatory” (Russia). The Contract is completed;
  • The terms of reference for developing draft guidelines for observations with the account of the re-equipment of the RosHydromet hydrological network (lot RHM/3/Ñ1bii) were considered and approved by PMC at its 35th meeting on March 27. On August 31, 2007, the Contract was signed with the State Institution “State Hydrological Institute” (Russia). The Contract is in a stage of end;
  • The terms of reference for developing draft guidelines for implementation of new Doppler meteorological radars and for radar observations in the modernized RosHydromet meteorological radar network (lot RHM/3/Ñ1biii) were considered and approved by PMC at its 35th meeting on March 27. On July 27, 2007, the Contract was signed with the State Institution “State Geophysical Observatory” (Russia). The Contract is completed;
  • The terms of reference for logistic services in organization of a learning tour of RosHydromet specialists to study the experience of the National Meteorological Service of the People’s Republic of China (lot RHM/4/C1di) were considered and approved by PMC at its 40th meeting on July 12, 2007. On August 23, 2007, the Contract was signed with OOO “AeroClub Tur” (Russia). The training was held on September 22-29, 2007. The Contract was completed;

  • The terms of reference (lot RHM/3/Ñ1e) for developing a draft industry personnel training and re-training program, including establishment of regional training centers and development of personnel motivations were considered and approved by PMC at its 44th meeting on August 31, 2007. On December 29, 2007, the Contract was signed with ANO “Meteoagency of Roshydromet” (Russia). The Contract is completed;
  • The terms of reference for logistic services to organize the workshop on “Technical Development of the RosHydromet Observation Network. Problems and Solution Methods” (lot RHM/4/C1f) were considered and approved by PMC at its 24th meeting on August 22, 2006. On October 16, 2006, the Contract was signed with OOO “Concord Business Service” (Russia). The seminar was held on October 25-27, 2006 in Obninsk (Kaluga oblast). The Contract is completed;
  • The terms of reference (lot RHM/3/Ñ1i) for description and cost estimation of works at the federal level and government services in hydrometeorology and related areas, and environmental monitoring and pollution to be financed from the federal budget were considered and approved by PMC at its 42nd meeting on August 7, 2007. On December 19, 2007, the Contract was signed with ANO “Meteoagency of Roshydromet” (Russia). The Contract is completed;
  • The terms of reference for listing of standard works in the field of gydrometeorology and related areas at the regional level, preparation of recommendations for the regional authorities on description and execution of these works (lot RHM/3/Ñ1j) were considered and approved by PMC at its 46th meeting on June 9, 2008. On November 7, 2008, the Contract was signed with GU “DVNIGVI” (Russia);
  • The terms of reference for developing draft methodological recommendations for assessment of government cost efficiency in the field of hydrometeorology and related areas (lot RHM/3/Ñ1k) were considered and approved by PMC at its 35th meeting on March 27, 2007. On July 30, 2007, the Contract was signed with ZAO AKG “Business System Development” (Russia). The Contract is completed;
  • The terms of reference for developing and testing the technique for cost accounting by kinds of activity to be used for financial and economic activities optimization (lot RHM/3/Ñ1l) were considered and approved by PMC at its 34th meeting on March 15, 2007. Elaborated edition of terms of reference was considered and approved by PMC at its 58th meeting on August 15, 2008. The bidding process is now underway;
  • The terms of reference for logistic services to organize the workshop on “Modernization and technical reequipment of hydrometeorological observant network” (lot RHM/4/C1p) were considered and approved by PMC at its 57th meeting on July 11, 2008. On September 1, 2008, the Contract was signed with OOO “Rostov-Tur” (Russia). The seminar was held on October 15-16, 2008 in Rostov-upon-Don. The Contract is completed;

  • The terms of reference for logistic services in organization of a learning tour of RosHydromet specialists to study the experience of the Australian National Meteorological Service in the organization of the warning system of dangerous hydrometeorological events, providing services to various customers, and to study the national systems of hydrometeorological monitoring (lot RHM/4/C2a) were considered and approved by PMC at its 28th meeting on November 9, 2006. On November 20, 2006, the Contract was signed with OOO “Evrocontact Plus” (Russia). The training was held on December 9-17, 2006. The Contract is completed;
  • The terms of reference for logistic services in organization of a learning tour of RosHydromet specialists to study the experience of the National Meteorological Service of  Germany in the organization of the warning system of dangerous hydrometeorological events, providing services to various customers, and to study the national systems of hydrometeorological monitoring (lot RHM/4/C2av) were considered and approved by PMC at its 40th meeting on July 9, 2007. On October 12, 2007, the Contract was signed with OOO “Evrocontact Plus” (Russia). The training was held on November 18-24, 2007. The Contract is completed;
  • The terms of reference for logistic services in organization of a learning tour of RosHydromet specialists to study the experience of the National Meteorological Service of  France in the organization of the warning system of dangerous hydrometeorological events, providing services to various customers, and to study the national systems of hydrometeorological monitoring (lot RHM/4/C2aviii) were considered and approved by PMC at its 44th meeting on August 31, 2007. On October 17, 2007, the Contract was signed with OOO “Intercity Service” (Russia). The training was held on December 2-8, 2007. The Contract is completed;
  • After the bidding was held, on December 8, 2006, two contracts were concluded with individual consultants to develop a concept of the RosHydromet Corporate Information Space (lot RHM/3/Ñ2b). The Contracts are completed;
  • The terms of reference on the subject of “Development of standardized Techniques to Estimate Prevented Damage Thanks to the Use of Hydrometeorological Data in Weather-Dependent Industries of the Economy” (lot RHM/3/Ñ2ñ) were considered and approved by PMC at its 29th meeting on November 30, 2006. On June 26, 2007, the Contract was signed with the Scientific and Production Center “Ecopromsertifika” (Russia). The Contract is completed;
  • The terms of reference for logistic services in organization of the workshop on “Improvement of the Service System for Users (Customers) of Hydrometeorological Data, Including the Purpose of Enhanced Hydrometeorological Safety” (lot RHM/4/C2ei) were considered and approved by PMC at its 28th meeting on November 9, 2006. On December 4, 2006, the Contract was signed with OOO “BUZ-Intur” (Russia). The seminar was held on December 22, 2006 in Moscow. The Contract is completed;

  • The terms of reference for logistic services in organization of the workshop on “Improvement of the Service System for Users (Customers) of Hydrometeorological Data, Including the Purpose of Enhanced Hydrometeorological Safety” (lot RHM/4/C2evi) were considered and approved by PMC at its 28th meeting on November 9, 2006. On May 18, 2007, the Contract was signed with OOO “Ves Mir” (Russia). The seminar was held on May 17, 2007 in Khabarovsk. The Contract is completed;
  • The terms of reference for consulting services on the subject of “Test Run and Update of the System to Monitor the Client Appraisal of the RosHydromet Services” (lot RHM/3/C2hi) were considered and approved by PMC at its 20th meeting on May 12, 2006. On December 5, 2006, the Contract was signed with the Science and Education Foundation “Center of Political Situation” (Russia). The Contract is completed;
  • The technical requirements for supply and installation of the automated mobile systems of hydrometeorological support in emergency situations (lot RHM/1/C3à) were considered and approved by PMC at its 40th meeting on July 12, 2007. The IBRD approval of the bidding results was received on May 22, 2008. On June 9, 2008, the Contract was signed with ZAO “Soyuzinform” (Russia);
  • The terms of reference for the review of the system for detection, forecasting and warning about dangerous events and for drafting recommendations for the system improvement in cooperation with the Emergency Ministry structures (lot RHM/3/Ñ3d) were considered and approved by PMC at its 40th meeting on July 12, 2007. On December 29, 2007, the Contract was signed with FGU “VNII GOCHS” (Russia). The Contract is completed;
  • The terms of reference for the developing content and layout of the information leaflets for the population on the necessary actions in case of  dangerous (adverse) hydrometeorological phenomena (lot RHM/3/Ñ3e) were considered and approved by PMC at its 49th meeting on December 6, 2007. On June 20, 2008, the Contract was signed with OOO “Discom” (Russia);
  • The terms of reference for logistic services in organization of the workshop on “Hydrometeorological Safety. Early Detection and Forecasting of Dangerous Hydrometeorological Events” (lot RHM/4/C3g) were considered and approved by PMC at its 17th meeting on March 31, 2006. On May 17, 2006, the Contract was signed with OOO “GAMA” (Russia). The seminar was held on May 25-27, 2006 in Nizhny Novgorod. The Contract is completed.

Component D – Project Management, Monitoring and Evaluation.

This component includes the services of the System Integrator in Project integration and monitoring, procurement of consulting services for annual Project financial auditing, as well as PIU operating expenses and equipment procurement for PIU.

Results over the Reporting Period:

Based on the positive work results of design integration at the Project preparation stage, PMC decided to engage the same System Integrator for the Project implementation stage at its 16th meeting on February 26, 2006. The terms of reference for the System Integrator for works at the Project implementation stage were considered and approved by PMC at its 21st meeting on June 2, 2006. The IBRD approval of the consultant selection results was received on December 14, 2006. On December 20, 2006, the Contract was signed with ZAO “I-Teco” (Russia).
