Procurement of goods, works and services for the National Hydromet Modernization Project (hereafter “Project”) shall be done in compliance with the following documents: i) Loan Agreement; ii) IBRD Guidelines for procurement fo goods and services; and iii) Procurement Plan.
The following procedures described in “Guidelines: Procurement under IBRD Loans and IDA Credits” (May 2004) are applied for procurement of Goods and Works for the Project:
Goods:
International Competitive Bidding (ICB): All eligible companies which satisfy the qualification criteria stated in the Bidding Documents are invited to bid. Bidding Documents are issued in English and in Russian.
International Shopping (IS): Contract is granted after evaluation of at least three Bids.
Works:
National Competitive Bidding (NCB): All eligible companies which satisfy the qualification criteria stated in the Bidding Documents are invited to bid. Bidding Documents are issued in Russian.
The following procedures described in “Guidelines: Selection and Employment of the Consultants by World Bank Borrowers” (May 2004) are applied for procurement of Consulting Services for the Project:
«Quality - and Cost-Based Selection» (QCBS): most common method for selecting consultants, based on two-step combined technical and financial evaluation, which means that a contract is granted to that firm whose Bid has received the highest combined score in the result of evaluation of its technical and financial proposals.
“Least-Cost Selection” (LCS): this method is based on a two-step consecutive evaluation; which means that a contract is granted to the firm with the lowest financial bid among those who passed the technical evaluation.
«Selection Based on Consultants’ Qualification» (SBCQ). On the basis of information received in response to a request for expression of interest, the most experienced firm with the best references in the field of interest is selected, and then the selected firm is advised to submit combined technical and financial proposal.
Procurement of logistical services to organize training programs is done in accordance with the procedure agreed with the World Bank.
When the estimated cost of services does not exceed the equivalent of USD 50,000, the contractor is selected after comparing at least three price quotations submitted by the local qualified candidate firms.
When the estimated cost of services exceeds the equivalent of USD 50,000, the contractor is selected on the basis of an open national or international competitive bidding
Information about bidding which is in preparation or under way is published at the web-site of the BEA Foundation and, if necessary, at the web-sites of the «UN Development Business» (www.devbusiness.com) and DevelopmentGateway’s dgMarket (www.dgmarket.com).
For the International Competitive Bidding of goods and National Competitive Bidding of works a Special Procurement Notice is published. To receive a complete set of Bidding Documents, the interested companies shall pay a non-refundable fee in the sum stated in the Special Procurement Notice and submit an application letter with at least the following information:
- The number and the title of the lot which they apply for;
- full and abbreviated name of the company (with mentioning the legal form);
- full name of the head of the company;
- name, telephone number and e-mail of the contact person;
- a copy of the payment document confirming payment for the set of Bidding Documents (as an attachment to the application letter)
For procurement of consulting services an Invitation to the expression of interest is published. The interested companies shall submit by the set deadline a letter with expression of Interest containing at least the following information:
- The number and the title of lot which they apply for;
- full and abbreviated name of the company (with mentioning the legal form);
- description of the main activities of the company (short description with attachment of additional information – information letter, booklets, catalogs, clients reviews, etc.)
- Legal and postal address, telephone, fax;
- Full name of the head of the company;
- Name, telephone number and e-mail of the contact person;
- A description of the previous experience of the company in fulfillment of similar tasks.
