October 1, 2011 RUSSIAN FEDERATION The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and intends to apply part of the proceeds for preparation of the Second National Hydromet Modernization Project (Project – 2), which will be aimed at improvement of hydrometeorological safety, protection of interests of the individual, society and the state from natural hazards, adverse effects of climate changing, providing the population and the authorities of timely and reliable hydrometeorological information, and - intends to apply part of the proceeds for consultant services for Development of Technical Project for Modernization of Hydrological Network in Selected River Basins (Contract No. RHM/7/D.5.a). The main objective of this consultancy is to design a new modern system of hydrological observations in selected river basins, to improve public safety and the Russian economy in respect of dangerous hydrological phenomena and to provide the sustainability of the system for monitoring inland waters by improving opportunities for RosHydromet in a sphere of reliable and sustainable obtaining of hydrological data (water level, water flow, rate of water flow, water temperature, etc.) To perform the assignment, the Consultant should implement the following: · Development of technical project for modernization of hydrological observation network in selected river basins based on the developed success criteria (indicators) of the Project-2 in a sphere of modernization of the hydrological observation network; · Development of technical requirements for the creation (modernization and technical re-equipment) of information system of hydrological observations in selected river basins. The estimated work duration under this assignment should not exceed 20 weeks, with estimated labor\input of 100-120 man/weeks of main staff. The Foundation Bureau of Economic Analysis, acting in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the RosHydromet and the Foundation Bureau of Economic Analysis as the Project Implementation Unit of the National Hydromet Modernization Project, now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
