October 31, 2011 REQUEST FOR EXPRESSIONS OF INTEREST The Russian Federation has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the national Hydromet Modernization Project and intends to apply part of the proceeds of that Loan #4769 to eligible payments under a contract for consulting services on the subject of "Review of Roshydromet’s subsystems for monitoring the state and pollution of the environment and the roles and places of these subsystems in the unified state system for environmental monitoring, with the consideration for new Russian legislation and the international standards for environmental monitoring; drafting proposals for establishing a federal information system for processing and analysis of environmental data." (Package # RHM/7/С.4). The main purpose of the assignment is to develop proposals for enhancing efficiency of the government ecological monitoring on the basis of developing and integrating the Roshydromet monitoring system of the condition and pollution of the environment and other functional ecological monitoring subsystems into a unified information and analytical system of government ecological monitoring. The following services are included into the list to be performed by the Consultant: - Carry out analysis of the current condition and operation (review) of the Roshydromet monitoring system of the condition and pollution of the environment and other functional ecological monitoring subsystems, including that in comparison with the world best practices; - Develop proposals for optimal versions of improving the Roshydromet monitoring system of the condition and pollution of the environment and other functional ecological monitoring subsystems with regard to the new Russian legislation, as well as an integration program of existing subsystems of government ecological monitoring into a unified information and analytical system, and an implementation plan thereof. The assessed work duration is 18 weeks. The expected labor input is 130-150 man/weeks of the key staff. The Foundation “Bureau of Economic Analysis” acts as the Project Implementation Unit of the National Hydromet Modernization Project according to Agreement # 01-01-06/04-154 of November 28, 2005 between the Ministry of Finance of the RF, the Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet) and the Foundation “Bureau of Economic Analysis” and hereby invites Letters of Interest from consulting companies with appropriate qualifications. The Letter of Interests shall include attached materials to confirm: (а) sufficient qualifications of the institution (organization) for performing the mentioned kind of services (brochures; descriptions of similar consulting assignments performed before, including data about the work duration, the contract price and the role of the company; work experience in similar conditions; (b) availability of appropriate skills among staff (recommendations, feedback, etc.). A consultant will be selected in accordance with the QCBS procedure (quality and cost based selection) in the order as set forth in the IBRD Guidelines: Selection and Employment of Consultants by World Bank Borrowers issued in May, 2004.
