Supply and Installation of Independent Systems of Hydrometeorological Support
IFB No: RHM/1/C.3.a
This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated May 16, 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/1/C.3.a for Supply and Installation of Independent Systems of Hydrometeorological Support.
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed bids from eligible and qualified Bidders for Supply and Installation of Independent Systems of Hydrometeorological Support consisting of: (i) hardware and software enabling receipt, processing, visualization and hard-copy production of operational forecasting information distributed via CCN channels, the RosHydromet System for Meteorological Data Multicasting (SMDM), and Internet; (ii) hardware and software for performing meteorological observations in locations of ISHMS deployment, processing received data and transmitting observation findings to operational headquarters and data collection centers; (iii) power supply equipment; (iv) auxiliary equipment; (v) transportation vehicles.
The Supplier will provide training of staff.
The supply and installation period is 6 months.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders from Eligible Source Countries as defined in the same Guidelines.
Qualification requirements for the Bidders are:
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 4 million for the last 3 years (2005 – 2007).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 2 million for the last 3 years (2005 – 2007).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of complex information system, including delivery, installation, commissioning, warranty and technical support of hardware and software (not less than 3 contracts for 2 million US Dollars - each for the last 3 years (2005-2007)).
(2) Bidders or its designated subcontractor shall have extensive experience in implementation and support of satellite information dissemination networks with feedback channels and other means of lost data recovery and/or application of modern error correction codes. The number of installed satellite terminals (DVB-S) shall be not less than 15.
(3) Bidders or its designated subcontractor shall have experience in working with meteorological content including use of data transmission protocols commonly used in the meteorological networks and processing meteorological data in the standard WMO formats. The number of installed systems for automated processing and presenting of meteorological data shall be not less than 10.
c) Production Capacities
(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) The Bidder or its designated subcontractor shall have warranty service centers or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service centers to provide warranty services and technical support on the Project site on the terms indicated in clause 2.5.6 of Section VI “Technical Requirements”.
(3) The Bidder must confirm availability of required human resources (specialists) to implement the contract, namely availability of the specialists, responsible for assembling, installation and launching of all delivered active computer and meteorological equipment and software, certificated by manufacturers or organization authorized by manufacture. Not less than 2 specialists for workstations, 2 specialists for meteorological equipment, 2 specialists for application software.

The document will be sent by airmail for overseas delivery and surface mail for local delivery. Bids must be delivered to the address below at or before 14:00 Moscow time, March 11 2008. All bids must be accompanied by a bid security of not less than RUR 250,000.00 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time, March 11 2008.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
