Supply and installation of equipment and Distant Training System for Roshydromet training centers

This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business (UNDB), issue no. 679 dated May 16, 2006, and UNDB online version of April 21, 2006.
The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and installation of equipment and Distant Training System (DTS) for Roshydroment training centers (Contract/Bid No. RHM/1/C.1.g).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible and qualified bidders for Supply and installation of equipment and Distant Training System (DTS) for Roshydroment training centers including: (i) supply and installation of IT, meteorological, hydrological equipment and sensors, the standard and specialized DTS software; (ii) integration of the supplied equipment and the standard and specialized software into the computer and telecommunication infrastructure of the Consignee’s sites; (iii) development of electronic training courses; and (iv) training of Consignees’ personnel. The equipment shall be delivered to 15 cities of Russia within 30 weeks from the date of signing of the Contract.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.
Qualifications requirements include:
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 45 million for the last 3 years (2006 – 2008).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 20 million for the last 3 years (2006 – 2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder or its designated subcontractor shall have successful experience in implementation of contracts for supply and installation of hydro meteorological equipment, including measurement equipment. Not less than 2 contracts at least 1 million US Dollars of each for the last 3 years (2007-2009).
(2) The Bidder or its designated subcontractor shall have successful experience in implementation of contracts for supply and installation of Distant Training Systems, including systems with territory distributed training centers. Not less than 5 contracts of total amount at least 2 million US Dollars for the last 3 years (2007-2009).
(3) The Bidder shall have successful experience in supply and installation of equipment for training, including interactive classes and educational stands. Not less than 3 contracts of total amount at least 1 million US Dollars for the last 3 years (2007-2009).
(4) The Bidder shall have successful experience in implementation of complex contracts including design, creation of data processing centers or computing center for Clients with territory-distributed structure. Not less than 2 contracts at least 2 million US Dollars of each for the last three years (2007 – 2009).
(5)The Bidder shall provide as a part of Bid the detailed description of the mentioned above contracts (company, country, address, period of contract, responsibility of Bidder) and documentary evidence that the delivered goods have been taken into operation.
c) Production Capacities
(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) The Bidder or its designated subcontractor shall have warranty service center in all project sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.
(3) The Bidder or its designated subcontractor shall confirm that not less than 2 experienced specialist in hydrometeorology and 3 experienced specialist in organization and conduction of training in sphere of hydrometeorology will be involved in implementation of contract

The documents will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 14:00 Moscow time, February 09, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 Moscow time, February 09, 2010. All bids must be accompanied by a Bid Security (issued by bank); the amount of the Bid Security shall be equivalent of USD 110,000.00.
