Procurement of Logistic Services
for the Organization of Training of Employees of Roshidromet
IFB No: RHM/4/B.7.a.iii

This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated May 16, 2006.

The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/4/B.7.a.iii for Procurement of Logistic Services for the Organization of Training of Employees of Roshidromet.

The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed bids from eligible and qualified Bidders for provide logistic services for the organization of training according to the Requests (booking and paying a fare, paying for  accommodation  for employees of Roshidromet).

from May 12, 2008 till December 31, 2008.

Bidding will be conducted using the procedures specified in the Bidding Documents.

Qualification requirements for the Bidders are:

(а)     The Bidder shall furnish the documentary evidence that the Bidder has an experience of successfully completing a number of contracts for similar type of services. Not less than 3 contracts for last 5 years (2005-2007);

(b)     The Bidder shall furnish the documentary evidence that the Bidder has an experience of successfully completing a number of contracts for similar type of services. The total value of these contracts during the past three (3) years (2005-2007) shall be not less 125 million RUR.  

(с)     The Bidder shall have agreements with air companies and railway companies to take ordering air and railroad tickets, it’s desired if the Bidder is IATA (International Air Transport Association) member;

(d)     The Bidder shall have experience in organization of business trips in Russian Federation and abroad, not less than 3 years;

(e)     The Bidder shall have networks with partners (hotels, transport companies etc.).

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10:00 till 14:00 Moscow time.

A complete set of Bidding Documents in Russian language may be receiveed by interested bidders on the submission of a written Application to the address below.

The document will be sent by airmail for overseas delivery and surface mail for local delivery. Bids must be delivered to the address below at or before 14:00 Moscow time, April 04, 2008. Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time, April 04, 2008.
