This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on May 16, 2006.

The Russian Federation has received a loan from the International bank for reconstruction and development toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: RHM/1/B.5.d.

The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Procurement of Mobile Hydrological Laboratories and Equipment for Surface Hydrological Network. The object of this bidding shall be supply of 19 mobile hydrological laboratories (MHL) for Roshydromet units prior outfitted with water discharge measuring tools (KIRV) and additional outfitting of MHL operated in the Roshydromet network with individual tools and products to enhance the efficiency of their operation at water objects, including: 

-Radio modems for remote control of and data transmission by the profilographs;

-Voltage stabilizer for ensuring reliable operation of the reference system for profilograph calibration installed in SHI;

-Radio-controlled autonomous water discharge measuring tools (RC KIRV);

-Starting/charging diagnostic devices.

The Supplier shall organize delivery, functional characteristic testing of the measuring equipment by the Consignee, warranty servicing, and technical support of the delivered Goods for the 29 locations.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

(a) Financial Capability

The Bidder shall provide documentary evidence that it meets the following financial criteria.

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of USD 7 million for the last three (3) years (2008-2010).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).

(b) Specific Experience with Similar Projects

The Bidder shall furnish the documentary evidence that the Bidder (or, if the Bidder is a Joint Venture, one of the members; or its authorized subcontractor) have an experience of successful execution of contracts for supply of transportation means, radio communication means and measuring equipment as a complex. The total value of similar contracts executed over the last three years (2008 2010) shall be not less than 3 million US Dollars, including at least 2 contracts with a value of at least 1 million US Dollars each.

The Bidder shall provide information about at least 5 companies (country, name and address, reference and date of contract, contact information) for supply of radio communication means and measuring equipment, as well as documents confirming putting the equipment into operation.

(c) Production Capacities

The Bidder should be certified in accordance with ISO 9001or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

The Bidder or its authorized subcontractor shall have warranty service and technical support centers or must submit a detailed plan for setting up such service centers to provide warranty services and technical support in all project sites on the terms indicated in Clause 2.10.9 of Section VI “Schedule of Requirements”. If the warranty service network will be provided by subcontractors, copies of contracts between the Bidder and such subcontractors shall be furnished prior to Contract signing.

 

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10.00 a.m. to 02.00 p.m.

A complete set of bidding documents in Russian and English languages may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

Bids must be delivered to the address below at or before 14:00 Moscow time on April 18, 2011. Bids need to be secured by a Bid Security. The amount of Bid Security required is: USD 36,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in other currency. Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time on April 18, 2011.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
