This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business (UNDB), issue no. 679 dated May 16, 2006, and UNDB online version of April 21, 2006.
The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Modernization of the Reference Base of State Institution "State Hydrological Institute" (Contract/Bid No. RHM/1/B.5.c).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible and qualified bidders for Modernization of the Reference Base of State Institution "State Hydrological Institute", including: (i) design, supply and installation of complex for testing of acoustic Doppler current profilers; (ii) training of the Consignees’ staff; and (iii) warranty services and technical support of the delivered complex.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.
Qualifications requirements include:
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 3 million for the last 3 years (2007 – 2009).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 1 million for the last 3 years (2007 – 2009).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have experience in implementing the proposed testing technology for acoustic Doppler current profilers: at least one contract during last 5 years (2005-2009).
c) Production Capacities
(1) The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) The Bidder shall confirm availability of the following specialists proposed for fulfillment of the Contract:
- Specialist with practical experience in testing acoustic Doppler current profilers
- At least two specialists with practical experience (3 years) in operating and maintenance of similar testing facilities
(3) The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have service center in St. Peterburg for providing warranty services and technical support of the delivered complex, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such service center to provide warranty services and technical support. The Bidder shall submit to the Purchaser the copies of signed subcontract with service center before signing of the Contract Agreement.
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The documents will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 14:00 Moscow time, February 08, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 Moscow time, February 08, 2010. All bids must be accompanied by a Bid Security (issued by bank); the amount of the Bid Security shall be equivalent of USD 50,000.00.
