Procurement of Mobile Hydrological Laboratories
IFB No: RHM/1/B.5.b
This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated May 16, 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/1/B.5.b for Procurement of Mobile Hydrological Laboratories.
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed bids from eligible and qualified Bidders for delivery of (i) 18 Mobile Hydrological Laboratories (MHL) consisting of instruments for measuring hydrological characteristics, instruments for measuring hydro-chemical characteristics, instruments for geodetic leveling, safety and communication equipment, transportation means and repair equipment for hydrological posts; and (ii) 18 sets of water discharge measuring tools (KIRV) consisting of Acoustic Doppler Profilograph (in various modifications) and notebook.
MHLs shall be delivered to 11 RosHydromet’s regional departments and to State Hydrological Institute. KIRVs shall be delivered to 18 RosHydromet’s regional departments.
The Supplier shall provide training of consignees’ staff.
The supply period is 34 weeks after the signing of the contract.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders from Eligible Source Countries as defined in the same Guidelines.
Qualification requirements for the Bidders are:
a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirements:
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of fifteen (15) million US dollars for the last three (3) years (2005-2007).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).
(b) Specific Experience with Similar Projects
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
The Bidder shall furnish the documentary evidence that the Bidder or its designated sub-contractor has an experience of successfully completing a number of contracts for supply of Acoustic Profilographs. The total value of these contracts during the past three (3) years (2005-2007) shall be not less five (5) million US dollars. The value of at least 3 contracts shall not be less than one (1) million US dollars each.
The Bid shall include information on at least 5 contracts (country, name and address of the company, contract date, and contact data) for supply of acoustic profilographs and small stream current meters, and documents confirming putting the equipment into operation.
(c) Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following Technical Capacity requirement(s):
The Bidder should be certified in accordance with ISO 9001:2000 or GOST R ISO 9001:2000 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder or its designated sub-contractor must have warranty service and technical support network (at the Central, South and Far East regions of Russia) or must submit as a part of the Bid the detailed plan for setting up such warranty service network to provide warranty services and technical support, as described in clause 2.8.8 of Section VI “Schedule of Requirements”. If the warranty service network is provided by the sub-contractors, the corresponding agreements signed between the Bidder and the sub-contractors shall be submitted by the Bidder to the Purchaser before signing of the Contract.
Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10:00 till 14:00 Moscow time.
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 2,500.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery. Bids must be delivered to the address below at or before 14:00 Moscow time, March 18, 2008. All bids must be accompanied by a bid security of not less than USD 60,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time, March 18, 2008.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
