This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated 16 May 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/1/B.5.a.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible bidders for Modernization of hydrological network of Kuban, Ussuri and Oka river basins and equipping of gauging stations of basins of other rivers, including delivery of Automatic hydrological complexes, Automatic snow measuring complexes, precipitation measuring complexes, telecommunication equipment for data transmission, equipment and software for collection, processing, storing and data transmission of hydrological data for 226 gauging stations, 6 hydrological stations and 15 data collection centers. The Supplier shall carry out preparatory work at the 159 hydrological posts, 6 hydrological stations and 15 data collection centers in the basins of Kuban’, Ussuri, and Oka rivers.
The Supplier shall provide training of Consignee’s staff.
The Supplier shall provide technical support and warranty service.
Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all bidders from eligible source countries as defined in the guidelines, that meet the following minimum qualification criteria:
Financial Capabilities
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 30 million for the last 3 years (2005 – 2007).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 15 million for the last 3 years (2005 – 2007).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
Specific Experience with Similar Projects
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have successful experience in supply and installation of automatic hydrological complexes for the observing networks of the member-countries of the World Meteorological Organization during last three years (2005-2007). The total value of these contracts during the last three years (2005-2007) shall be not less than ten (10) million US dollars of which al least one contract shall be one (1) million US dollars or more. Documents confirming the acceptance and commissioning of the supplied equipment shall be submitted.
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have an experience in implementation of territorially distributed networks of hydrological monitoring at least two contracts for the last three years (2005-2007). Each contract shall include installation at least 50 hydrological stations measuring level or discharge of water, with autonomous power supply and capability of data transmission to data collection centers, including usage of satellite communication.
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have an experience in creation (organization) data collection and processing centers on the basis of modern communication systems and establishing data processing and dissemination complexes.
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its proposed sub-contractor shall have an experience of successful completion during last three (3) years (2005-2007) of at least one (1) contract for conducting training in not less than three Federal districts (okrugs); and has necessary licenses for conducting training.
The Bidders shall furnish the documentary evidence of the above mentioned experience (contract information: name, address and contact persons of purchasers, implementation period of contract; copies of certificates confirming acceptance and commissioning of equipment).
Technical Capacity
The Bidder shall be certified in accordance with Quality Management Standards ISO 9001:2000 or GOST R ISO 9001:2000. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its authorized sub-contractor shall be certified in accordance with the State Standard to have a right to design and construct buildings and structures of the I and II security levels. Certificates shall be granted by Federal Agency on Construction and Housing and Communal Services. These certificates shall be effective till June 2010 the earliest. The certificates (or their notarized copies) shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement
The Bidder (or, if the Bidder is a Joint Venture, one of the members of Joint Venture) or its authorized sub-contractor shall have warranty service and technical support network or submit a detailed plan for setting up such warranty service network to provide warranty services and technical support, as described in clause 2.8.8 of Section VI “Schedule of Requirements”. If the warranty service network is provided by the sub-contractors, the corresponding agreements signed between the Bidder and the sub-contractors shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

A complete set of bidding documents in English and Russia languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 2,500.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.
A pre-bid meeting which potential bidders may attend will be held on September 30, 2008.
Bids must be delivered to the address below at or before 14:00 Moscow time November 06, 2008. All bids must be accompanied by a bid security of USD 120,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency or in Russian Rubles. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 14:00 Moscow time November 06, 2008.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
