Supply and installation of the aerological computer complexes
Contract/Bid No: RHM/1/B.2.a.ii 

This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online onMay 16, 2006. The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds toward payments under the contract forSupply and installation of the aerological computer complexes (IFB: RHM/1/B.2.a.ii).

The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and installation of the aerological computer complexes. The assignment is targeted at modernization of the aerological stations of the Roshydromet observational network.

The following works are assumed:

- Delivery, installation and adjustment of the ARCS (Aerologic radar computing system);

- Preparatory work at the AS (Aerologic station) premises

- Personnel training.

Project sites are Tver and Kursk. The completion date is August 01, 2012.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

(a) Financial Capability

The Bidder shall provide documentary evidence that it meets the following financial criteria:

The Bidder’s (single Bidder or Joint Venture/Consortium) average annual turnover shall be not less than equivalent of USD 4 million for the last 3 years (2009– 2011).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 1.5 million for the last 3 years (2009 – 2011).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).

(b) Specific Experience with Similar Projects

The Bidder shall furnish documentary evidence to demonstrate that it has successful experience (as a single Bidder or Partner of Joint Venture) in implementation of at least 1 (one) project/contract for the last 3 years (2009-2011) for supply of similar equipment (meteorological or hydrological complexes, specialized software for hydrometeorological purposes) for not less than equivalent of USD 1 million.

(c) Production Capacities

The Bidder should be certified in accordance with ISO 9001or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

The Bidder or its designated subcontractor shall have warranty service center in all project sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given belowfrom 10.00 a.m. to 02.00 p.m.

A complete set of bidding documents in Russian and English languagesmay be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,100.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of USD 11,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in other currency, and be delivered to the address below by 14:00 Moscow time on February 27, 2012. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
