This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on May 16, 2006.

The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: RHM/1/B.1.a.iii “Installation of Automated Meteorological Complexes and Equipment”.

The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for carry out of Installation of Automated Meteorological Complexes and Equipment.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

(a) Financial Capability
The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be not less than equivalent of USD 700.00,00.

(b) Experience
The Bidder shall furnish the documentary evidence that
the Bidder has executed during the last 3 years (2007 – 2009) at least 2 contracts for installation of engineering systems and telecommunication equipment.

(c) Technical Capacity
Bidder shall provide the following specialists: (i) specialists in telecommunication equipment and engineering systems with experience of work not less than 5 years; (ii) 8 specialists who completed training at ZAO Lanit (Russia), the manufacturer of Special Meteorological Complexes (MCS), or at Vaisala (Finland), the manufacturer of MCS Controller, OR furnish an agreement with ZAO Lanit (Russia), manufacturer of MCS, or Vaisala (Finland), manufacturer of MCS Controller, for training of all engineering staff, proposed for execution of the contract, in installation, adjustment and commissioning of MCS planned after the Contract signing;

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10.00 a.m. to 02.00 p.m.

A complete set of bidding documents in Russian and English languages may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

Bids must be delivered to the address below at or before 14:00 Moscow time September 27, 2010. Bids need to be secured by a Bid Security. The amount of Bid Security required is: USD 80,000.00 or an equivalent amount in freely convertible currency or Russian Rubles. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time September 27, 2010.
