Additional Supply of Equipment for Surface Meteorological Network

This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business (UNDB), issue no. 679 dated May 16, 2006, and UNDB online version of April 21, 2006.
The Russian Federation has received finencing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Additional Supply of Equipment for Surface Meteorological Network (Contract/Bid No. RHM/1/B.1.a.i).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible and qualified bidders for Additional Supply of Equipment for Surface Meteorological Network:
- 18 automatic meteorological complexes (AMC);
- 19 marine Autonomous Hydrometeorological station (MAHMS);
- 94 automatic meteorological stations (АМS), including devices providing collection, primary processing, accumulation and transmission of measurements’ results;
- sensors for radiation environment control (gamma radiation) (for 199 AMC);
- telecommunication equipment for construction of low level communication network, including analog and cellular modems, equipment for satellite communication and radio communication;
- different sets of power supply equipments; and
- spare parts for АМC и АМS.
The Supplier shall deliver the Goods to Roshydromet Regional Department (UGMS) and Center for Hydrometeorological Service with regional functions (TsGMS-R) located in 88 cities of Russia.
The Supplier shall provide Guided installation of delivered Goods on 10 stations of meteorological observing network.
The Supplier shall provide training of UGMS and TsGMS-R staff.
The Supplier shall provide warranty and technical support of delivered Goods.
The delivery/construction period is 33 weeks.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.
Qualifications requirements include:
(a) Financial Capability
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of USD 100 million for the last three (3) years (2006-2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).
(b) Experience and Technical Capacity
The Bidder shall furnish the documentary evidence that the Bidder (or, if the Bidder is a Joint Venture, one of the members; or its authorized subcontractor) have an experience of successfully completing during the past three (3) years (2006-2008) at least one (1) contract for conducting training in all Federal districts (okrugs); have necessary licenses for conducting training and state accreditation of a training centre.
The Bidder shall furnish the documentary evidence that the Bidder (or, if the Bidder is a Joint Venture, one of the members; or its authorized subcontractor) have an experience of successfully completing during the past three (3) years (2006-2008) at least two (2) contracts for supply of similar meteorological equipment for networks of WMO countries. The total value of each contract should be not less twelve (12) million US dollars.
(c) Production Capacities
The Bidder should be certified in accordance with ISO 9001:2000 or GOST R ISO 9001:2000 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder (or, if the Bidder is a Joint Venture, one of the members; or its authorized subcontractor) shall have warranty service centers or must submit the detailed plan for setting up such warranty service centers in all Federal Districts of the Russian Federation to provide warranty services and technical support on the terms indicated in these Bidding Documents
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 3,200.00 Russian Rubles (no VAT is charged) or in USD 100.00. The documents will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 14:00 Moscow time, September 25, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 Moscow time, September 25, 2009. All bids must be accompanied by a Bid Security (issued by bank); the amount of the Bid Security shall be equivalent of USD 300,000.00.
