CONSULTING SERVICES

The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and intends to apply part of the proceeds for consultant services. The services include:
Providing training for the employees of the World Meteorological Center in Moscow, Regional Specialized Meteorological Centers in Novosibirsk and Khabarovsk, World Center for Radiological Data (GGO named after A. Voyeikov) in Saint-Petersburg:
Development and operation of the meteorological data processing system and producing forecasts using computing platforms of cluster architecture in Linux operating environment (Lot No. RHM/4/A.6.a).
The main objective of the contract is to improve capabilities of the personnel of Roshydromet organizations to work with new computing systems and other equipment to produce diagnostic, forecasting, and climate related information of international quality.
For this purpose a consultant shall: develop and approve with Roshydromet training programs and practical exercises for each training course; and organize and conduct training at Roshydromet premises in Moscow, including equipping training rooms with the necessary equipment (temporary – for the period of training) and providing logistical support for the trainees.
Training shall be conducted within the period from January 2009 till June 2010. Training shall be organized in groups with the number of trainees in each group not to exceed 12 people for two types of trainees: personnel working with applications and personnel responsible for computing system organization and general operation of computing facility. The total number of trainees is about 40.
A consultant shall conduct training on the following topics:

15. Start in batch job mode using PBSPro
16. Use of TotalView debugger
17. Data visualization programs (PV-Wave)

The Foundation Bureau of Economic Analysis (hereinafter BEA), acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (Roshydromet) and BEA, now invites eligible consultants to indicate their interest in providing the services.
Qualification requirements:
The Consultant should have a license confirming its right to provide educational services within the Russian Federation and a certificate of national accreditation, which shall be submitted before contract signing and be valid till the contract finishing date.
The Consultant should have successful experience of conducting training programs of similar scope in the field of information technologies, as well as adequate administrative capacity to ensure implementation of the assignment within specified time limits.
The Consultant should have not less than 3-year experience of preparing training programs and conducting training on products of such manufacturers as Cisco, Microsoft and Novell (SUSE Linux).
The Consultant should be certified by the above manufacturers to conduct training and should have at least the following certificates: Cisco Learning Solutions Partner, Cisco Learning Partner, Cisco Sponsored Organization (one of the listed), Microsoft Gold Certified Partner for Learning Solutions and Novell Training Gold Partner.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
