This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated 16 May 2006.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/1/А.5.b.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible bidders for Supply and installation of engineering equipment in WMC in Moscow and RSMC in Khabarovsk and Novosibirsk, including delivery of uninterruptible power supply, air and precession conditioners, diesel-driven power generator.
The Supplier shall provide technical support and warranty service.
The Supplier shall provide Training of the Consignees staff.
Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all bidders from eligible source countries as defined in the guidelines, that meet the following minimum qualification criteria:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirements:
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of USD 5 million during the last three (3) years (2006-2008).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be not less than equivalent of USD 3 million during the last 3 (3) years (2006 – 2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).
(b) Specific Experience with Similar Projects
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
The Bidder shall have a successful experience in implementation of not less than 3 contracts 1 million USD of each for delivery, installation, testing, putting into operation and providing warranty and technical support for the similar Goods for the last 3 years (2006-2008).
For all the contracts listed under this subparagraph (b) the Bidder shall indicate the country, name and address of the company, contract date, and contact data.
(c) Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following Technical Capacity requirement(s):
1) The Bidder should be certified in accordance with ISO 9001:2000 or GOST R ISO 9001:2000 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
2) The Bidder or its designated sub-contractor must have warranty service and technical support network in Moscow, Khabarovsk and Novosibirsk or must submit as a part of the Bid the detailed plan for setting up such warranty service network to provide warranty services and technical support. If warranty and technical support are provided by subcontractors, the subcontractors' written confirmations of their intention to provide warranty and technical support, if contract is awarded, must be included in the bid.
3) The Bidder shall confirm availability of the necessary personnel, namely, availability of the specialists offered for implementation of the contract, certified by manufacturers of the Goods, for mounting, installation, testing and commissioning of the following Goods:
Interested eligible bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10:00 till 14:00 Moscow time.
A complete set of bidding documents in English and Russia languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,200.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below at or before 14:00 Moscow time September 03, 2009. All bids must be accompanied by a bid security of USD 15,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency or in Russian Rubles. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 14:00 Moscow time September 03, 2009.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
