This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business (UNDB), issue no. 679 dated May 16, 2006, and UNDB online version of April 21, 2006.

The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Installation of Equipment for Building Prototypes of the Global Information System Center (GISC) in Moscow and the Data Collection and Production Center (DCPC) in Obninsk (Contract/Bid No. RHM/1/A.4.b).

The Bureau of Economic Analysis Foundation (hereinafter BEA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply of Equipment for Building Prototypes of the Global Information System Center (GISC) in Moscow and the Data Collection and Production Center (DCPC) in Obninsk. The main task to be resolved under this engagement is to build operable prototypes of the Russian Global Information System Centers (GISC) in Moscow and the Data Collection and Production Center (DCPC) in Obninsk to support international information exchange with the WMO information system (WIS).

The Supplier shall provide The Supplier shall provide: (i) development of technical architecture and working design of the System to be delivered; (ii) supply and installation of Hardware (4 servers, 2 workstation, 1 Tape Storage and 2 switches) and Software; (iii) provide warranty services and technical support of the delivered hardware and software; and (iv) provide training of Consignees’ personnel.

Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines.

Qualifications requirements include:

a) Financial Capabilities

(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 5 million for the last 3 years (2007 – 2009).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 3 million for the last 3 years (2007 – 2009).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b) Specific Experience with Similar Projects

(1) The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of similar type of equipment (servers, switches and type storage) and DBMS software. Not less than 3 similar contracts each at least US Dollars 500 thousand during last 3 years (2007-2009).

c) Production Capacities

(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

(2) The Bidder or its designated subcontractor shall have warranty service center in Obninsk or in Moscow or in Kaluga, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support o. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.

A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 2,950.00 Russian Rubles (no VAT is charged) or in USD 100.00. The documents will be sent by airmail for overseas delivery and surface mail for local delivery.

Bids must be delivered to the address below before 14:00 Moscow time, March 16, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 Moscow time, March 16, 2010.  All bids must be accompanied by a Bid Security (issued by bank); the amount of the Bid Security shall be equivalent of USD 10,000.00.
