This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 679 dated May 16, 2006.

The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB # RHM/1/A.3.d for Supply and Installation of System of Automated (robotized) Library.

The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed bids from eligible and qualified Bidders for Supply and Installation of System of the Automated (robotized) Library including delivery, assembly, installation of the following hardware and software: two tape libraries, telecommunication cabinet, disk array upgrade kit, UPS, two switches, materials and equipment for storage area network and archive management system software.
The Supplier shall provide training of All-Russia Scientific Reserch Institute of Hydrometeorological Information (VNIIGMI) staff.
The Supplier shall provide technical support and warranty services in Obninsk.

The supply and installation period is 14 weeks.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders from Eligible Source Countries as defined in the same Guidelines.

Qualification requirements for the Bidders are:

a) Financial Capability

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 25 million for the last 3 years (2005 – 2007).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 15 million for the last 3 years (2005 – 2007).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

(b) Specific Experience with Similar Projects

The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of similar type of equipment.. Not less than 2 similar contracts for the last 3 years (2005-2007).

The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder or its authorized subcontractor shall have all necessary actual licenses (construction of buildings and constructions, design of buildings and constructions) for installation of Storage Area Network according to the requirements of the current legislation of the Russian Federation. Mentioned above licences shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder or its designated subcontractor shall have warranty service center in Obninsk or in Moscow or in Kaluga, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center.

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10:00 till 14:00 Moscow time.

A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 2,500.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery. Bids must be delivered to the address below at or before 14:00 Moscow time, April 28, 2008. All bids must be accompanied by a bid security of not less than USD 80,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time, April 28, 2008.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
