1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on May 16, 2006.
2. The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: RHM/1/A.3.a.
3. The Bureau of Economic Analysis Foundation (hereinafter BEA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and installation of hardware and software for development of the Archive System of the Russian Research Institute of Hydrometeorological Information of the World Data Center in Obninsk (WDC) to expand its capacity for establishing data funds, improve efficiency of providing users with hydrometeorological data, and expand services on data dissemination.
The Supplier shall provide fulfillment of the following tasks:

Supply of software and hardware to upgrade the Subsystem of Archival Data Storage (3 servers (processor architecture х86), 3 scanners (2 planetary scanners and one high-speed rotary scanner (220 pages/min); Software, including GIS, components for upgrading of the existing Consignee's equipment: Server (IBM System z9 Business Class S07); Disc array (IBM DS8300; Tape library (IBM 78A2637));

Integration of new components with the existing technological infrastructure of the WDC Archive System;

Testing of equipment and software;

Training of the Consignee's personnel;

Warranty services for the upgraded technological infrastructure of the archive system, i.e. hardware and software supplied in the framework of this package.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 25 million for the last 3 years (2006 – 2008).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 15 million for the last 3 years (2006 – 2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder shall have experience (as the prime contractor or the partner in charge of joint venture) in supply and installation of similar type of equipment. Not less than 2 similar contracts at least 3,5 million US Dollars each for the last 3 years (2006-2008).
c) Production Capacities
(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) The Bidder or its designated subcontractor shall have warranty service center in Obninsk or in Moscow or in Kaluga, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in clause 2.0.8 of Section VI “Technical Requirements”. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.
5. Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address given below from 10.00 a.m. to 02.00 p.m.
6. A complete set of bidding documents in Russian and English languages may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,200.00 Russian Rubles (no VAT is charged) or in USD 100.00. 7. Bids must be delivered to the address below at or before 14:00 Moscow time
October 19, 2009. Bids need to be secured by a Bid Security. The amount of Bid Security required is: USD 70,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:00 Moscow time October 19, 2009.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
