This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business (UNDB), issue no. 679 dated May 16, 2006, and UNDB online version of April 21, 2006.
The Russian Federation has received financing from the World Bank toward the cost of the National Hydromet Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and installation of the equipment for a complex of the detailed visualization for World Meteorological Center (Hydromet Center of the Russian Federation) and Regional Hydro meteorological Centers (Contract/Bid No. RHM/1/A.2.a).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, now invites sealed bids from eligible and qualified bidders for Supply and installation of the equipment for a complex of the detailed visualization for WMC (HMC of the Russian Federation) and RHMC including to carry out the supply of the Situational center equipment, install and adjust the software and put it into operation. Within the scope of the task it’s necessary to perform an integrated setup of Situational center and IT resource management system as well as to train the Roshydromet’s personnel to handle and maintain the SC.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 10:00 till 14:00 Moscow time.
Qualifications requirements include:
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 25 million for the last 3 years (2006 – 2008).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 12 million for the last 3 years (2006 – 2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder shall have experience (as the prime contractor) in supply, installation, testing, warranty and technical support of multimedia equipment and software of automated system for IT resources monitoring (ASITRM). Not less than 2 contracts for not less than USD 4 million of each for the last 3 years (2006-2008).
(2) The Bidder shall have experience (as the prime contractor) in supply, installation, testing, warranty and technical support for the last 3 years (2006-2008) of the following hardware and software: video-information representation subsystem, source signal subsystem, control subsystem, videoconferencing subsystem, audioconferencing subsystem, insonification subsystem.
c) Production Capacities
(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) The Bidder or its designated subcontractor shall have warranty service center in the cities of Project Sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support. If the warranty and technical support services will be provided by subcontractors the bid shall include the written confirmation of these subcontractors to provide such services. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.
(3) The Bidder shall confirm availability as minimum 3 specialists certified by manufacturers of videoconferencing and audioconferencing subsystems for installation and adjustment of the proposed Goods.
A complete set of Bidding Documents in English and Russian languages may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The documents will be sent by airmail for overseas delivery and surface mail for local delivery.
Bids must be delivered to the address below before 14:00 Moscow time, February 10, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00 Moscow time, February 10, 2010. All bids must be accompanied by a Bid Security (issued by bank); the amount of the Bid Security shall be equivalent of USD 70,000.00.
