JUDICIAL REFORM SUPPORT PROJECT

The Russian Federation has applied for financing in the amount of US$ 50 million equivalent from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include the following components:
A.         Institutional Judicial Transparency and Accountability
- Development of new criteria and indicators of efficiency of functioning of judicial system;
- Survey of the attitude of citizens toward judicial system;
- Communications (Project’s information and publicity);
- Assessment of courts of the general justice requirements in hardware and software for the creation of federal databank on persons in criminal court procedures;
- Scientific analysis and systematization of decisions of the Constitutional Court of the Russian Federation for the period of its activity.     

B.         Strengething of Information and Communications Technology
B.1       Constitutional Court (CC)_
- Supply and Installation integrated system of documents' work-flow and automated system of publication of information in Internet portal;
- Modernization of information - telecommunication infrastructure.

B.2       Supreme Court (SC)
- Modernization of integrated system for case and document flow management, an automated data bank of judicial decisions, information reference system and internet portal for the Supreme Court, creation of information-help system for visitors of the Supreme Court of the Russian Federation and creation of electronic library system;
- Procurement of equipment for workplaces of judges and employees of Supreme Court;
- Modernization of Supreme Court's Information System;
- Procurement of equipment and creation of communication channels for system of remote litigations.

B.3       Courts of General Jurisdiction (CGJ) & Judicial Department (JD)
- Supply and installation for enhancement and deployment of the integrated system for Judicial Decision Bank, for the CGJ and JD;
- Supply and Installation of System of remote monitoring of information resources of courts of general jurisdiction and judicial department;
- Supply and Installation of the management systems and the complexes of support of judicial sessions in courts of the general jurisdiction;
- Additional equipment for under-resourced CGJ;
- Supply and installation of Internet Portal System for the Courts of General Jurisdiction;
- Procurement of mobile sets of technical facilities to support operation of court.

B.4       Supreme Arbitration Court (SAC)
- Supply and Installation of System of remote monitoring of information resources of arbitration courts;
- Supply and Installation of systems of reception, storage and publication of the information on legal proceedings on the WEB sites of arbitration courts;
- Supply and Installation of computer equipment and software for portal of arbitration courts' system;
- Supply and Installation of systems of storage of electronic copies of judicial documents;
- Procurement of System of audio and video recording of judicial sessions.

C.         Strengthening Human Capital
- Training of employees of courts’ information services to introduced information technologies.

D.         Project Management, Monitoring and Evaluation
- Technical Expertise and Preparation of technical specifications for SC, JD and SAC.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May, 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (edition of May, 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and on the WEB site of Bureau of Economic Analysis Foundation www.beafnd.org/en/.
