Expressions of interest
The Russian Federation has received a loan from the World Bank toward the cost of the Judicial Reform Support Project, and intends to apply part of the proceeds for consultant services to carry out the needs assessment of the arbitration courts in hardware and software, working out a concept, develop a Concept and the Technical design and establish electronic case files under the Judicial Reform Support Project (lot No. JRSP/1/D.5.i).
The main objectives of the assignment are: to analyze activities of the internal administrative divisions of the Supreme Arbitration Court of the Russian Federation, federal arbitration courts of districts (“okrugs”), arbitration courts of appeal, arbitration courts of the subjects of the Rusian Federation (first instance arbitration courts in the republics, territories, districts (“okrugs”), cities of federal value, autonomous districts (“okrugs”), autonomous regions regarding court procedures and work with case records; to estimate existing IT infrastructure (IT systems) in 112 arbitration courts; to develop a Concept and the Technical design of the Automated System «Electronic Case Files» («AS ECF»).
To fulfill the assignment, the following tasks should be implemented:
- Review, needs assessment and developing technical requirements for “AS ECF”
- Working out a concept of the “AS ECF”
- Developing Technical design of “AS ECF”.
Estimated duration of the assignment is 5 months.
The “Bureau of Economic Analysis” Foundation appointed as Project Implementation Unit of the Judicial Reform Support Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
