The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Training Services for Professional Development of Employees of Arbitration Courts of the Russian Federation.
Foundation “Bureau of Economic Analysis”, acting as the Project Implementation Unit in accordance with Agreement No. 01-01-06/04-153 dated September 26, 2007 between Ministry of Finance of the Russian Federation, Ministry of Economic Development and Trade of the Russian Federation and Foundation “Bureau of Economic Analysis” (BEA), now invites sealed bids from eligible bidders for delivering of services under contract # JRSP/3/C.3.2 “Procurement of Training Services of employees of information divisions of arbitration courts of Russia in using of modern information technologies”. Within the Contract it’s necessary to carry out professional development of employees of arbitration courts in the field of information technologies concerning support of a network infrastructure and post system of establishment, namely: training of 222 employees of arbitration courts in the “Implementation and Installation of Network Infrastructure in arbitration courts using actual server's technologies of the Microsoft”. The Service Provider should ensure transportation of arbitration court employees and trainers to training locations and back according to the territorial distribution of arbitration court employees; ensure accommodation of participants in a course; provide training rooms for training, provide trainers, the equipment and account materials for carrying out of training; organizational support. Services should be rendered in following cities: Moscow, St.-Petersburg, Volgograd, Krasnodar, Nizhniy Novgorod, Kazan, Yekaterinburg, Krasnoyarsk, Tyumen, Irkutsk, and Khabarovsk. The training services should be rendered during the period: March, 2010 – September, 2010 (inclusive).
Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all eligible bidders as defined in the guidelines.
To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:
(a) experience in the provision of training services of a similar training programs as defined above with at least 100 persons per each of the training programs;
(b) own branches (subsidiaries) or partners and/or subcontractors in federal districts of the Russian Federation as defined in the Bidding Documents, specialized in training in information technologies;
(c) experience in the organization of logistics support for participants training courses, at least 3 contracts for the last 5 years;
(d) license for training activities and state accreditation certificate valid at the bid submission date;
(e) the following certificates during the last three years and valid at the bid submission date:
- Microsoft Gold Certified Partner for Learning Solutions;
Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of Bidding Documents in Russian language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 (no VAT is charged). The document will be sent by airmail for overseas delivery and surface mail for local delivery.
All bids must be accompanied by a bid security of not less than 500,000.00 Russian Rubles, and be delivered to the address below by 14:00 Moscow time, March 04, 2010. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
