Expressions of Interest

The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and intends to apply part of the proceeds for consulting services for professional development of the public employees engaged in interaction with the mass media in the courts of general jurisdiction, arbitration courts and divisions of the Judicial Departments in the constituent entities of the Russian Federation (Contract # JRSP/2/C.1.11).

The main objective of the consultancy is to improve professional skills of the public employees of the courts of general jurisdiction, arbitration courts and divisions of the Judicial Departments in the constituent entities of the Russian Federation (press officers), engaged in interaction with the mass media.

To perform the assignment, the Consultant should implement the following:

- Develop training programs for press officers of courts of general jurisdiction, arbitration courts and divisions of the Judicial Departments in the constituent entities of the Russian Federation concerning the organization of public relations in the judicial system. The program should be designed for 40 class hours;

- Prepare training materials;

- Conduct training for 300 employees of press services according to the developed program (including the provision of transportation and accommodation of these press officers).

The estimated work duration under this assignment should not exceed 13 months.

The Foundation Bureau of Economic Analysis (BEA) acting as the Project Implementation Unit of the Judicial Reform Support Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
