The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Supply and Installation of an Audio Recording System of Court Sessions of Arbitration Courts of the Russian Federation. The Foundation “Bureau of Economic Analysis”, acting as the Project Implementation Unit in accordance with Agreement No. 01-01-06/04-153 dated September 26, 2007 between Ministry of Finance of the Russian Federation, Ministry of Economic Development of the Russian Federation and Foundation “Bureau of Economic Analysis” (BEA), now invites sealed bids from eligible bidders for delivery of goods and rendering services under contract # JRSP/1/B.4.2.4.1 “Supply and Installation of an Audio Recording System of Court Sessions of Arbitration Courts of the Russian Federation”, including supply and installation of equipment and software (portable personal computers – notebooks, web cameras, universal audio recording devices, sound cards, printers, specialized software), as well as the services of audit, design, system building, delivery of equipment, preliminary testing, operational acceptance, acceptance testing, installation, staff training, and warranty services. The delivery period is 35 weeks.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria

a) Financial Capabilities

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 35 million for the last 3 years (2008 – 2010).

If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 20 million for the last 3 years (2008 – 2010).

The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).

b) Specific Experience with Similar Projects

The Bidder shall confirm experience of execution, during the last 4 years (2007 – 2010), of at least 1 (one) large contract for building, supply and installation of territorially distributed information systems, with the value of the contract not less than USD 7 million.

The Bidder shall confirm experience of execution (as a prime contractor or a member of a Joint Venture / consortium) of at least two (2) contracts for development and implementation of a territorially distributed applied software system during the last 4 years (2007 – 2010). The value of each such contract shall be not less than USD 5 million, or the number of implementation sites for each of the above-mentioned applied software systems shall exceed 50 sites.

c) Production Capacities

(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.

(2) The Bidder or its designated subcontractor shall have warranty service centers at locations of the Project Sites, or must submit as a part of Preliminary Project Plan a detailed plan for setting up such warranty service centers to provide warranty services and technical support at Project Sites on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement.

(3) The Bidder shall have the following certification / competencies valid at the date of bid submission:

- certification by the manufacturer of virtualization software VMware;

- certification by the manufacturer of the general system software Microsoft.

Interested eligible Bidders may obtain further information from BEA and inspect the bidding documents at the address below from 10:00 to 14:00 Moscow time. A complete set of bidding documents in Russian and English languages may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.

All bids must be accompanied by a bid security of not less than USD 150,000.00 or an equivalent amount in the currency of the Bid, or an equivalent amount in a freely convertible currency or in Russian Rubles, and be delivered to the address below by 14:00 Moscow time, September 23, 2011. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
