SPECIFIC PROCUREMENT NOTICE
The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Systems of Storage of Electronic Copies of Judicial Documents. The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the Project now invites sealed bids from eligible bidders for supply and installation of systems of storage of electronic copies of judicial documents, including supply and installation of equipment and software (servers, disk storage systems, communication equipment, scanners and virtualization software); and warranty services Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (edition of May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria: a) Financial Capabilities The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 100 million for the last 3 years (2007 – 2009). If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 50 million for the last 3 years (2007 – 2009). The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies). b) Specific Experience with Similar Projects The Bidder shall confirm experience in realization (as a main contractor or a partner of a joint venture) of at least one contract for supply and installation of servers not less than 5 million of each for the last 3 years (2007 – 2009). c) Production Capacities (1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement. (2) The Bidder or its designated subcontractor shall have warranty service centers in Project Sites, or must submit as a part of Preliminary Project Plan the detailed plan for setting up such warranty service center to provide warranty services and technical support on the terms indicated in the Bidding Documents. The Bidder shall submit to the Purchaser the copies of signed subcontracts with warranty service center(s) before signing of the Contract Agreement. (3) Bidder shall be certified (not less than Gold Рartner/Premier Partner/ Solution Provider) by manufacturers of the following Goods:
(4) Bidder shall confirm availability of the following personnel required for contract implementation, installation, and adjustment of the supplied hardware and software:
Bidder shall submit a list of the proposed personnel signed by the head of organization or its branch, and certification documents. (5) The Supplier shall submit documentary evidence that the Manufacturer of the offered hardware and software has quality certificates. Interested eligible bidders may obtain further information from and inspect the bidding documents from BEA at the address below during office hours i.e. 10.00 to 14.00 hours Moscow time. A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. All bids must be accompanied by a bid security of USD 320,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency or in Russian roubles, and be delivered to the address below by 14.00 Moscow time on September 21, 2010. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
