The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Supply and installation of information mini-boothes for arbitration courts of the Russian Federation. The Foundation “Bureau of Economic Analysis” (hereinafter BEA) serves as the implementing agency for the Project and now invites sealed bids from eligible bidders for Supply, Installation and Integration into the IT infrastructure of arbitration courts of the Russian Federation of information terminals with touch screen (information terminals) and LCD panels including: 793 information terminals and 113 information panels.
The Consignees are the Supreme Arbitration Court of the Russian Federation, arbitration courts of federal districts of the Russian Federation, arbitration courts of appeal, and arbitration courts of subjects of the Russian Federation.
The Supplier shall provide technical support and warranty services.
The delivery and installation period is 28 weeks.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria:
Financial Capabilities
The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 15 million for the last 3 years (2006 – 2008).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 10 million for the last 3 years (2006 – 2008).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
Specific Experience with Similar Projects
The Bidder shall furnish the documentary evidence that the Bidder have an experience of successfully completing at least three (3) similar contracts comparable at cost to this contract, including delivery, installation, system integration and technical support of the computer and telecommunication equipment for the last 5 years (2004 – 2008).
Production Capacities
The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
The Bidder shall have a license issued by the Center for Licensing, Certification and Protection of State Secrets of the FSS of Russia for implementing activities and (or) rendering services in the field of state secret protection.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the BEA at the address below from 10:00 till 14:00 Moscow time. A complete set of bidding documents in English and Russian languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,600.00 Russian Rubles (no VAT is charged) or USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.
All bids must be accompanied by a bid security of not less than USD 100,000.00 or an equivalent amount in the currency of Bid, or an equivalent amount in a freely convertible currency or in Russian Rubles, and be delivered to the address below by 14:00 Moscow time on April 29, 2009. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
