The Russian Federation has received financing from the World Bank toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds toward payments under the contract for Development of uniform system of corporate e-mail of arbitration courts. The Foundation Bureau of Economic Analysis (hereinafter BEA) serves as the implementing agency for the Project now invites sealed bids from eligible bidders for Development of uniform system of corporate e-mail of arbitration courts, including modernization and maintenance of the Unified Electronic Mail System (UEMS) for arbitration courts of the Russian Federation, and supply, installation and integration of server equipment and data storage systems intended for UEMS operation into the computer infrastructure of arbitration courts of the Russian Federation.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (edition of May 2004), and is open to all eligible bidders as defined in the guidelines, that meet the following minimum qualification criteria:
a) Financial Capabilities
(1) The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be at least equivalent of USD 25 million for the last 3 years (2007 – 2009).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 15 million for the last 3 years (2007 – 2009).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
(1) The Bidder shall confirm experience in implementation of at least 1 contract for supply and installation of Data Storage System of 100 Тb for 2 million of each for the last 3 years (2007 – 2009).
(2) The Bidder shall confirm experience in implementation of at least 1 contract for supply and installation of servers type Blade for 1 million of each for the last 3 years (2007 – 2009).
c) Production Capacities
(1) The Bidder shall be certified in accordance with ISO 9001 or GOST R ISO 9001:2001 or GOST R ISO 9001:2008 quality management standards. This certificate shall be submitted by the Bidder to the Purchaser before signing of the Contract Agreement.
(2) Bidder or its authorized sub-contractor shall have the following qualifications (certificates, capacity) during last 3 (three) years and valid at the time of Bid submission:
- «Microsoft Gold Certified Partner»;
- «Information Worker Solutions»
(3) Bidder or its authorized sub-contractor shall confirm availability of the personnel required for contract implementation, who are certified by the manufacturers of the hardware and software to carry out mounting, installation, and commissioning of the following hardware, software and equipment:
- Microsoft Certified Technology Specialist (MCTS) – at least 1 specialists
- Microsoft Certified Database Administrator (MCDBA) – at least 1 specialists
- Microsoft Certified Systems Engineer (MCSE) – at least 1 specialists
- Microsoft Certified Master / Microsoft Certified Architect – at least 1 specialist
- VMware Certified Professional – at least 1 specialist
- Cisco CCIE Routing & Switching – at least 1 specialist.
Bidder shall submit a list of the proposed personnel signed by the head of organization or its branch, and certification documents.
Interested eligible bidders may obtain further information from and inspect the bidding documents from BEA at the address below during office hours i.e. 10.00 to 14.00 hours Moscow time.
A complete set of bidding documents in Russian and English languages may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000.00 Russian Rubles (no VAT is charged) or in USD 100.00. The document will be sent by airmail for overseas delivery and surface mail for local delivery.
All bids must be accompanied by a bid security of USD 100,000.00 or an equivalent amount in the currency of Bid, or any currency, and be delivered to the address below by 14.00 Moscow time on March 25, 2010. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
